Buddelmeyer, Creedy, and Kalb (all U. of Melbourne, Australia) examine the ways in which tax policy design can be enhanced by the use of a behavioral tax microsimulation model capable of providing detailed ex ante evaluations of the effects of planned or actual tax reforms. The text brings together in book form revised versions of work which initially appeared in a number of separate journal papers, reports and discussion papers between 1999 and 2006. After introducing behavioral models, the authors discuss the role of means testing and provide examples of several practical applications, analyzing tax and social security payment policies using a large-scale microsimulation model. Included in the discussion are hypothetical policy reforms, actual or proposed reforms, and examples of further modeling developments.
