본 연구의 목적은 공공사회복지행정의 정보화가 사회복지일선관료의 실천에 미친 영향을 비판적으로 분석하는 데 있다. 사회복지일선관료는 현장에서 지역주민과 직접 소통하며 복지서비스를 전달하는 공공영역의 사회복지전문가다. 그러나 지금까지 정보화는 사회복지적 차원보다는 행정적 효율 차원에서 논의되어 왔다. 이에 본 연구는 사회복지통합관리망을 활용하는 사회복지일선관료들에 대한 심층면접를 통해 사회복지적 관점에서 정보화가 일선관료의 실천활동에 미치는 영향을 입체적으로 규명하고자 했다. 연구결과, 정보화는 ① 사회복지일선관료의 자율성과 재량권을 축소시키고, ② 클라이언트와의 관계에서 사무적 측면을 심화시키고, ③ 수치적 정보에 기댄 상황파악과 결정을 하도록 만들며, ④ 기계적인 분업과 연계를 강화해 일선관료의 전문성을 저하시키는 경향이 있었다. 끝으로 결론에서는 정보화가 가져온 이 같은 문제점을 개선하기 위한 방안을 고민하고자 했다. This article critically analyses the impacts of computer-based public administration system on the practices of street-level welfare workers. Street-level welfare bureaucrats in South Korea are not only ‘frontline administrators’ for social services delivery, but also ‘public social workers’ that have closely interacted with local welfare clients. However, current debates on computer-based public welfare system have mainly focused on its administrative efficiency and neglected its influence on social work practices. Thus, this research attempts to investigate how computer-based technology introduced in public welfare administration have transformed the human-based social work practices of street-level welfare bureaucrats. Through in-depth interviews with 9 bureaucrats, this study argues that information technology can restrict the reflexive and discretionary actions of public welfare bureaucrats.
