본 연구는 유보통합으로 통칭되며, 현재 중요한 국정 과제로 추진되고 있지만 격한 대립 양상을 보이고 있는 영유아 교육복지 관리체계 일원화 정책의 시행에 있어 유아교육계와 보육계 중 통합 주체로 적합한 부문을 판별할 수 있는 과학적 정보를 제시하기 위해 수행되었다. 그에 따라 판단 기준은 운용효율성을 선정하였고, 보육 관련 지원과 정책이 특별하게 행해지고 있는 성동구 소재 유치원과 어린이집을 대상으로 자료포락분석 방법을 이용하여 효율성 지수를 파악하여 정책적 시사점을 제고하였다. 분석결과, 교직원 수, 시설 크기, 인건비, 기타 지출 등 투입변수는 유치원이 어린이집보다 더 많이 확보하고 있었고, 보조금은 어린이집이 유치원보다 더 많은 수혜를 받고 있었다. 또한 가장 효율성이 높은 것으로 확인된 시설은 유치원이 4곳, 어린이집이 2곳이었으며, 가장 비효율적으로 확인된 시설은 2곳 모두 어린이집이었다. 또한 투입기반 방식으로 측정한 효율성 지수에 가장 지대한 영향력을 행사하는 투입요인은 기타 지출과 보조금인 것으로 판별되었으며, 이상의 결과를 근거로 유치원의 유보통합 주체로서의 합리성을 논의하였다. This study is called 'Kindergarten and Nursery Unification' and was performed to suggest the scientific information that distinguish appropriate subjects from the early childhood education and child-care regarding the enforcement of Unification of Infants Educational Welfare Management System which has caused confrontation. This study selected the efficiency of operation as the standard judgment, analyzed the efficiency index of kindergartens and child care centers in Seongdong-gu on which child-care-related supports and policies are enacted, and improved policy implications. The result of the analysis shows that kindergartens have secured more input factors such as the number of teachers, personnel expenses, other expenses and facility size than child care centers while child care centers have received more subsidies than kindergartens. Also, the most efficient facilities identified by this study are four of kindergartens and two of child care centers, and the most inefficient facilities are two of child care centers. Furthermore, the most influential input factors in the efficiency index were other expenses and subsidies. Based on these results this study discusses the rationality of kindergarten as a subject of the integration between kindergarten and child care center.
