비영리조직의 ‘자금’을 형성하는 모금활동 과정에서 실무자들은 윤리적 기준을 가지고 기부자와 수혜자의 신뢰를 높이고, 조직의 투명성과 도덕성을 높이려고 노력하고 있다. 그러나 조직의 모금목표액에 대한 압력, 경험부족, 사회환경 상황조건에 밀려 윤리적 선택을 하는데 상당한 도전을 경험하고 있다. 이에 대, 중, 소규모 비영리조직에서 일하는 12명의 모금실무자들과의 질적 인터뷰를 통해서 어떠한 윤리적 갈등을 경험하는지 연구하였다. 연구결과 모금실무자들은 ‘기부자 관계’, ‘수혜자 보호’, ‘기부 출처’, ‘모금 환경’ 그리고 ‘모금 조직’의 측면에서 다양한 윤리적 딜레마를 경험하고 있었다. 기부자 관계 측면에서는 기부 욕구와 필요 사이에서 갈등하고, 기부자 예우의 적정수준에 대해 혼란스러워하였다. 수혜자 보호 측면에서는 포장의 유혹으로부터 고뇌하고, 사실이 왜곡되는 현실을 우려하였다. 기부 출처 측면에서는 기부금 제한 기준의 설정에 대해 논란을 겪었고, 기부가 이용당할 수 있는 위험으로 인해 갈등하였다. 모금 환경 측면에서는 모금의 목적이 사회적으로 휘둘리고, 협업 과정에서 불평등한 관계를 인식하며 갈등하였다. 모금 조직 측면에서는 조직의 정체성을 지키며 모금하는 것의 어려움과 조직구성원들로부터 동의 받지 못하는 현실에서 윤리적으로 갈등하였다. 이러한 연구결과를 토대로 한국적 모금상황에서 나타난 윤리적 갈등의 특성을 논의하였고, 이러한 딜레마 상황에서 벗어날 수 있도록 기부문화와 비영리조직의 변화를 위한 과제를 제안하였다. This study was performed using qualitative interview method in order to understand experience of fundraisers’ ethical dilemma at various nongovernmental organizations. The data were collected through in depth and active interview with 12 practitioners in Seoul. By analyzing the qualitative data, 5 categories, 10 themes and 20 sub-themes have been drawn. The themes were as follows; ethical dilemmas ‘between respecting donors’request and organizational efficiency’, ‘between protecting clients’ privacy and the rights of donors’, ‘due to unjust(like) donors’motivation and needs’, ‘due to less cooperative organizational culture to fundraising.’ Then this study presented discussion on the practical and cultural issues that influence on ethical dilemmas in the fundraising process of the NGOs. it suggested on the necessity of specific and clear ethical guideline not only in the organizational but also in the professional principles for fundraising practice. In addition, it could contribute to provide the materials available to the educators and trainers for developing fundraising and philanthropy in the Korean context.
