본 연구는 A노인요양시설에서 위험요인 확인과 분석 및 평가를 위해 실제로 적용한 위험관리 기법에 대한 경험적 사례 연구이다. 본 연구의 목적은 노인요양시설에서 위험 예방 대책 및 위험 발생 시 대응 방안을 수립하는데 효과적으로 활용할 수 있는 위험관리 기법을 제시하는 것이다. 나아가 본 연구의 결과에서 나타난 위험관리 기법의 특징과 유용성을 바탕으로 노인요양시설뿐만 아니라 사회복지시설 전반에서 위험을 분석하고 평가하는 과학적인 위험관리 기법을 활용할 수 있는 계기를 제공하는 부가적인 목적이 있다. 본 연구 결과 첫째, 노인요양시설에서 위험요인 분석과 평가 시 적용 가능한 기법들은 위험노출도 (Risk exposure) 모델, 4M-4E 모델, SHELL 모델, 특성요인도 모델 등이 있다. 둘째, 위험노출도는 위험관리 과정의 1단계(위험의 인식과 확인)와 2단계(위험의 분석과 평가)에 동시에 활용할 수 있고, 4M-4E와 SHELL 그리고 특성요인도는 위험관리 과정의 2단계에서 활용할 수 있는 기법으로 위험요인 분석과 위험예방 대책 수립에 효과적인 도구이다. 그리고 여러 기법 중 사회복지실천현장에서는 구체적인 사례(위험)를 중심으로 위험요인 및 예방대책 수립에 용이한 SHELL 모델을 활용하는 것이 효과적이다. 셋째, 위험관리 기법의 효과적인 적용을 위한 시사점으로는 우선, 위험노출도는 위험을 계량화하여 위험의 우선순위 선정과 합리적인 위험 대처에 유용하고, 4M-4E와 SHELL은 연계해서 사용한다면 보다 유용할 것이다. 다음으로 위험관리 기법에 대한 교육은 먼저 관리자를 중심으로 시행되는 것이 바람직하고, 단계적으로 전직원들이 위험관리와 위험관리 기법의 중요성을 인식한 후에 위험관리 기법의 이해와 습득을 위해 지속적인 교육과 훈련이 이루어져야 한다. 더불어 노인요양시설에서 발생하는 위험의 특성을 반영한 위험노출도 기법의 개발과 위험분석 및 평가 기법을 배울 수 있는 연수 및 자격증 제도 도입을 제언한다. This study is a case study on the risk management method implemented to identify, analyze and assess risk factors of the elderly care facility. The purpose of this study is to introduce the risk management method to be effectively applied to establish risk prevention tactics and coping strategies in case of risk occurrence. Furthermore, based on characteristics and applicability of the risk management method applied in this study, it is to provide with a foundation stone to utilize the scientific risk management method to analyze and evaluate risks of overall social welfare facilities as well as elderly care facilities in the nation. The results of this study are as follows; first, methods applicable to the analysis and the assessment of risk factors of elderly care facilities are Risk Exposure Model, 4M-4E Model, SHELL Model, Characteristic Model and so on. Second, Risk Exposure Model could be applicable to both the first step(the perception and identification of risks) and the second step(the analysis and evaluation of risks) of the risk management procedure. 4M-4E, SHELL and Characteristic Models could be applicable to the second step of the risk management procedure, which turns out to be effective tools for the risk factor analysis and the coping strategy set-up for the risk prevention. Third, there are some implications for effective application. First of all, Risk Exposure Model would be useful to set up the priority of risks and rationally cope with risks by quantifying risks. It would be much more effective when it is utilized with 4M-4E and SHELL. Second, It would be desirable that education on risk management methods be implemented in advance mainly for the manager level. Subsequently, all staffs should be educated and trained continuously for comprehension and acquisition on risk management methods after they have recognized the significance of risk management and its methods. Along with that, Risk Exposure technique to which characteristics of risks occurring in the elderly care facility would be reflected needs to be developed and the public system for training and certification for education of risk analysis and assessment techniques should be introduced.
