본 연구는 노인자살 예방서비스의 성과 측정을 위한 질적 지표의 구성 요인을 개발하고, 그 적합성을 검증하는 데 목적이 있다. 이를 위해 크게 세 단계로 진행하였다. 첫째, 국내외 문헌고찰을 통해 노인자살 예방서비스의 성과 측정도구와 지표를 추출하고 상위 요인과 하위 요인을 구분하였다. 둘째, 실천현장의 성과 측정도구와 서비스 성과 요인을 수집하기 위해 노인자살 예방서비스 종사자 5인을 대상으로 심층면담(in-depth interview)을 실시하였다. 수집된 내용을 토대로 총 37개 요인으로 구성된 1차 델파이 조사 지표를 개발하였다. 셋째, 노인자살 예방서비스 종사자 16인을 대상으로 3차에 걸친 델파이 조사를 실시하여 질적 지표의 최종 구성 요인을 도출하고 그 적합성을 검증하였다. 분석 결과 3개의 영역(개인 차원, 조직․기관 차원, 지역사회 차원의 성과)과 33개의 하위 구성 요인이 도출되었다. 이러한 결과를 토대로 노인자살 예방서비스 성과 측정에 관한 정책적, 실천적 제언들을 논의하였다. Aiming to identify the constituent factors of a qualitative indicator for measuring the performance of Elderly Suicide Prevention and to verify the indicator’s suitability, this study followed a three-step process. First, we reviewed domestic and overseas literature to identify tools and indicators for performance measurement and classified the top factors and sub-factors. Second, we conducted in-depth interviews with 5 service providers in order to collect qualitative index factors. Based on the collected data, we developed the primary Delphi method index that consisted of 37 total factors. Finally, we followed the three steps of the Delphi method with a panel of 16 experts to verify the suitability of the performance measurement for Elderly Suicide Prevention Service. As a result, 33 sub-factors in 3 realms (individual dimension, organizational dimension, community dimension) were identified as proper performance measurement points of Elderly Suicide Prevention Service. Based on these results, the study concludes by discussing the political and practical implications of performance measurement of Elderly Suicide Prevention Service.
