본고는 변화하는 복지환경에 따라 새롭게 부각되고 있는 사회복지사 역할 확대의 쟁점에 대해 검토한 것이다. 바우처 중심의 사회서비스와 시장화가 가속화되고 있는 복지여건에 따라 성과관리와 평가의 역할에 대한 강조, 금융복지와 주거복지 등 새로운 복지분야에서의 역할, 지역사회조직의 역할 등의 측면에서 사회복지사 역할강화의 사회적 욕구가 있음을 살펴보았다. 사회복지사의 핵심역량에 대한 기존의 문헌과 자료 검토를 통해 이미 사회복지사의 역량은 광범위하게 설정되어 있으며, 사회복지에서 고전적 명제인 ‘전체’로서의 인간이라는 관점에 드러나고 있음을 살펴보았다. 우리나라에서 사회복지사로서 사정과 개입의 범위를 설정하는데 현재보다 더 넓은 영역과 분야를 포함하려는 사회복지계의 합의시도가 ‘전체로서의 인간’이라는 틀에 부합한다는 필요성을 제기하였다. 이에 따른 교육과 훈련의 측면에서 변화를 제안하였다. Likes other professions, social workers are expected to perform a set of occupational roles. And professional role expectation of social workers has been changed and expanded dramatically in Korea. This study is an effort to address the issues what is current social demand for social worker's activity in Korea. It is reviewed that depending on the emerging social service voucher system(whether desirable or not), social worker's outcome management and evaluation role are emphasized more and more recently. Role about housing welfare program, financial risk management practice is considered important as social worker's new responsibility. And there is a need for further emphasis to promote community organization skill. It is thought that these roles are to comply with the regulations classic social worker‘s role, rather than a new set of core competencies in social worker. It can be said that the role of social worker is expanded from the viewpoint of 'human as a whole' or 'person in environment'. Accordingly, changes in social workers education and training were suggested.
