본 연구는 우리의 통합논의가 서비스의 직접 대상인 아동을 빗겨간 성인중심의 통합논의이며, 또한 논의 중심축이 교육에 치우친 특성을 지닌다고 보고, 이에 대해 아동의 관점, 보육의 관점에서 재검토하고자 하였다. 우리나라 통합논의는 ‘아동권리’보장을 위한 아동중심, 교육중심의 통합(예: 스웨덴)이 아니라, 부모의 보육욕구와 양육비 부담완화에 초점을 둔 성인중심의 통합, 사회문제(저출산)나 정책비효율성에 대한 국가대응책으로서의 통합(예: 일본)에 맞추어져 있다. 또한 통합을 위한 보육의 질의 문제에 대해 교육 강화를 강조하고, 교육과정이나 교사자격에 초점을 맞춘 협소한 교육중심의 접근을 함으로써, 포괄적인 보육의 가치와 기능을 간과하여 ‘보육의 질’을 소홀히 하고, 자칫 우리사회의 과열된 조기교육 분위기에서 교육의 내용조차 왜곡될 가능성이 높다. 본 연구는 보육의 가치와 기능을 고려한 균형있는 통합논의가 이루어질 필요가 있으며, 또한 현재의 무상보육을 정부지원기준으로 삼고자 할 경우 보육남용으로 아동이익에 반할수 있기 때문에, 시설이용자중심의 지원방식과 논의에서 벗어나 아동-가족-사회의 이익을 도모하는 사회적 양육시스템의 구축이라는 거시적 전망 속에서 유보통합 논의를 자리매김해야 함을 강조한다. This study reviews issues regarding the unification of child care and kindergarten from the perspectives of child care and children’s rights. This study argues that discussions in Korea surrounding the unification are focused on parents’ needs and easing parents’ financial burden of child rearing, or on unification as a solution of copying with social problems like low fertility rates, not as a solution of children’s needs and their developmental rights to early childhood education. However, current discussions in favor of learning-oriented unification mainly focused on curriculum and certificates of teachers, could lead to the underestimation of values and comprehensive functions of child care, which in turn could lower the quality of child care. Such a concern is arguably rooted in the misunderstanding of early childhood education, reflecting the atmosphere of excessive competition in Korea. Discussion regarding the unification should be rather child care-centered, not children’s learning-centered, so as for the balance between early childhood education and child care to be carefully pursued. In addition, this paper argues that free child care policy has to be revisited and amended because it can cause unnecessary overuse of child care services against children’s interests. Finally this study maintains that unification agenda should be situated in the context of building social child-rearing support system, which pursues comprehensive interests of society as well as children and families.
