본 연구는 OECD 주요국의 실업보호제도를 유형화하고, 2008년 글로벌 경제위기를 전후로 실업보호제도가 어떤 변화를 겪었는지 분석하였다. 이를 통해 복지국가체제 유형과 구분되는 실업보호체계 유형을 이론적으로 분석하고, 경제위기라는 외부적 충격에 대한 복지국가의 대응이 어떤 방식으로 나타났는지 설명하였다. 유형분석을 위해 퍼지셋 이념형 분석 방법을 활용하였고, 경제위기 전과 후의 유형을 비교하였다. 분석결과는 다음과 같다. 첫째, 실업보호제도 유형은 부분적으로 복지국가 체제 유형과 친화성이 있으나 각 유형 내에서도 상당한 다양성을 보였다. 보수주의와 남부유럽 국가들은 노동시장정책의 분절성이라는 공통성이 있지만, 일부 국가는 사민주의적인, 일부 국가는 자유주의적인 경향으로의 변화를 보였다. 사민주의 국가들은 높은 수준의 고용지원이 공통적이었지만 소득지원 수준에서는 국가에 따른 편차가 확인되었다. 자유주의 국가들은 대부분 잔여적이거나 워크페어만 강화된 유형을 보였다. 경제위기 전후 실업보호제도의 구조적 변화는 7개 국가에서만 나타났으며, 이 중에서도 경제위기 대응의 영향이 큰 경우는 미국, 아일랜드, 영국 정도로 확인되었다. 나머지 4개국의 변화는 좀 더 장기적인 제도 변화의 영향 하에서 구조적 변화가 나타났다. 경제위기에 대응한 공통적인 정책적 대응방향은 지출삭감, 이중화, 워크페어의 경향이 높은 것으로 확인되었으며, 이는 경제위기에 대응한 복지국가의 변화가 사회적 보호 요구보다는 재정제약에 민감했음을 보여주었다. This study aims to classify unemployment protection systems of 18 OECD countries by 9 types and explore institutional changes caused by global economic crisis after 2008. The results are following. Firstly, unemployment protection systems in OECD countries have shown considerable varieties by countries in spite of the affinities between types in welfare regimes and unemployment protection systems. Continental and Mediterranean countries are mostly in the ‘dualized’ type, but France has changed towards the liberal way, some countries towards the social democratic way. Social democratic countries invest highly in activation in common, but there are varieties in the level of income protection. Liberal countries are commonly in ‘residual’ or ‘workfare’ type. The qualitative changes in unemployment protection have occurred in 7 countries after the crisis. Among them, changes in the USA, Ireland, and the UK seemed to be based on the economic crisis whereas changes in other four countries have been based on their longer-term tendencies. The direction of common unemployment protection changes after the crisis have been cutbacks, dualization, and workfare. This means the corresponding policies of welfare states to the economic crisis have been influenced more by fiscal restraint than by social needs.
