중국의 사회부조제도 디바오는 중앙정부가 아니라 지방정부 중 하나인 상하이시 정부가 처음 시행하였다. 중앙정부는 상하이 디바오를 모델로 삼아 전국 도시와 농촌으로의 확대실시를 추진했다. 이 과정에서 중앙정부의 강력한 독려와 재정지원이 큰 힘이 되었다. 도시 디바오가 개혁개방 이후의 기업 구조조정으로 인한 대량실업문제에 대처하기 위해 실시된 반면에 농촌 디바오는 농민의 토지수용으로 인한 불만을 해소하기 위해 실시되었다는 점에서 다르지만, 근로능력이 있는 빈민을 방치할 경우 사회불안이 야기될 수 있다고 판단한 정부가 이에 선제적으로 대처하기 위해 실시한 정책이었다는 점에서 본질적으로 같다. 중국 디바오의 독특한 확대과정은 지방정부의 강력한 자율성과 중앙-지방정부의 호혜적 관계로 설명된다. 중국은 건국 이후 지방분권화를 지역문제의 자율적 해결을 위한 기본전략으로 삼았고, 개혁개방 이후 경제사회개혁의 효과적인 추진을 위해 지방분권화전략을 강화시켰다. 그리고 중앙정부는 성과지향 실적기반 인사정책을 통해 지방정부를 통제 통합시키고, 지방정부에 대한 재정지원을 통해 정책협조를 이끌어내고 있으며, 지방정부의 개혁성공사례를 모델 삼아 이를 전국적으로 확대 시행함으로써 중앙정부의 정치적 정당성 강화에 활용한다. 지방정부는 지역의 경제사회발전과 개혁을 자율적으로 추진하고, 지방정부의 간부들은 개혁의 성과를 발판으로 승진하거나 중앙정치무대로 진출한다. 디바오 상하이모델과 디바오 전국 확대실시는 이러한 중국 특색의 중앙-지방정부 간 관계 때문에 가능했다. The Dibao which is the most important one among the Chinese social assistance systems was firstly begun by Shanghai government and next expanded to all of the cities and rural areas. The urban Dibao was a policy for resolving the mass unemployment problem after the structural adjustment and the rural Dibao was a policy for controlling the peasant’s discontent with the land accommodation. But they are basically same as a pre-redemptive policy for controlling social unrest. This process can be explained by the relative strong autonomy of local government and the reciprocal relationship between central and local government. Chinese government accepted decentralization as basic strategy for solving local problems after nation building and strengthened it for accelerating the socio-economic reforms after open policy. Central government has controlled local government through the achievement-oriented and merit-based personnel policy, attracted local government’s cooperation by financial support, and used local government’s success of reforms for stabilizing central government’s legitimacy. Local government’s leaders autonomously could be promoted or advanced to the central politics based on their achievements. Because of this special relationship between central and local government, Shanghai city, a local government, could planned and performed the Dibao, and it could be extended to all cities and rural areas without troubles.
