사회적기업의 지속가능성을 높이는데 정책 네트워크의 역할이 매우 중요함에도 불구하고 한국에서 사회적기업 정책네트워크에 대한 연구는 현재 거의 이루어지지 않고 있다. 따라서 본 연구의 목적은 한국 사회적기업 정책네트워크를 탐색적으로 분석하여 한국 사회적기업 정책네트워크에 대한 이해를 도모하고 향후 연구를 위한 기초자료를 제공하는 것이다. 그리고 연구결과를 토대로 사회적기업 정책네트워크의 중요성을 확인하여 향후 한국 사회적기업의 지속가능성을 높이기 위한 정책적 제안을 하고자 한다. 연구결과, 한국 사회적기업 정책네트워크에는 다수의 행위자들이 존재하며, 협력의 상호작용 형태를 보이며, 제1섹터 행위자가 가장 위에 있고 사회적기업이 가장 아래에 있는 수직적 연계형태라고 요약할 수 있다. 향후 사회적기업이 지속가능성을 높이기 위한 자립력을 기르기 위해서는 제1섹터에 집중된 권한과 자원이 다른 섹터 행위자들에게도 적절하게 위임되고 분배되어야 할 것이다. 제1섹터 행위자들은 관리자 역할을 담당하게 하고 사회적기업이 사회적기업 정책네트워크에서 주도적 역할을 수행할 수 있도록 현재의 수직적 한국 사회적기업 정책네트워크가 협력적 거버넌스 형태로 변화할 필요가 있다. Even though a role of the policy network is very important to enhance the sustainability of social enterprises, the research on social enterprise policy network in South Korea has almost not been done currently. Therefore, the purpose of this study is to promote the understanding of social enterprise policy network in South Korea and to provide the basis for future research by analyzing it questingly. And it is to confirm the importance of social enterprise policy network based on the research results and to provide policy suggestions to strengthen the sustainability of social enterprises in the future. As a result, there are a large number of actors in social enterprise policy network in South Korea, it shows a form of cooperative interaction, and it can be summarized as a vertically linked form that the 1st sector actors are on the top and social enterprises are on the lowest part. To raise the independent force for improving the sustainability of social enterprises in the future, the authority and resources centralized on the 1st sector will be appropriately entrusted and distributed to actors in other sectors. It’s necessary that now vertically social enterprise policy network in South Korea should be changed to a collaborative governance form to make the 1st sector actors be responsible for the administrator role and social enterprises perform a leading role in social enterprise policy network.
