본 연구는 2011년 국민노후보장패널 4차 자료를 적용하여 65세 이상 독거 및 부부노인가구 2,602가구를 대상으로 이전소득이 이들 노인가구의 빈곤 및 소득불평등을 어느 정도 감소시키는가를 실증적으로 규명하여 이들 노인가구의 빈곤 및 소득불평등 개선정책 수립에 필요한 기초자료를 제공하고자 실시하였다. 분석결과, 첫째, 사적이전은 독거노인가구의 경우, 절대적 빈곤율을 9.7%p, 상대적 빈곤율을 3.2%p, 엔트로피지수[GE(0)]를 0.12794, 지니계수를 0.04172 감소시켰다. 반면, 부부노인가구의 경우, 절대적 빈곤율을 3.7%p, 상대적 빈곤율을 1.6%p 감소시켰지만, 엔트로피지수[GE(0)]를 0.09708, 지니계수를 0.03930 증가시켰다. 둘째, 공적이전은 독거노인가구의 경우, 절대적 빈곤율을 14.6%p, 상대적 빈곤율을 6.6%p, 엔트로피지수[GE(0)]를 0.14896, 지니계수를 0.04404 감소시켰다. 반면, 부부노인가구의 경우, 절대적 빈곤율을 8.2%p, 상대적 빈곤율을 6.3%p 감소시켰지만, 엔트로피지수[GE(0)]를 0.04895, 지니계수를 0.03240 증가시켰다. 이러한 결과는 정부 차원에서 기초연금과 같은 공적연금을 통한 사회안전망 구축과 더불어 정부 및 시민사회 차원에서 노인친화적 공동체의 걸설 및 유지가 요구된다. The purpose of this study was to investigate an anti-poverty effectiveness of private･public income transfer among the single qqqamp; spousal elderly households. The subject were 2,602 single qqqamp; spousal elderly households who were selected in the Fouth(2011) Korean Retirement qqqamp; Income Study. The major findings were as follows: First, private income transfer, in case of single elderly households reduced in some degree of absolute poverty(9.7%p) qqqamp; relative poverty(3.2%p) rate and GE(0) Index(0.12794) qqqamp; Gini Coefficient(0.04172), but in case of spousal elderly households reduced in some degree of absolute poverty(3.7%p) qqqamp; relative poverty(1.6%p) rate and increase GE(0) Index(0.09708) qqqamp; Gini Coefficient(0.03930). Second, public income transfer, in case of single elderly households reduced in some degree of absolute poverty(14.6%p) qqqamp; relative poverty(6.6%p) rate and GE(0) Index (0.14896) qqqamp; Gini Coefficient(0.04404), but in case of spousal elderly households reduced in some degree of absolute poverty(8.2%p) qqqamp; relative poverty(6.2%p) rate and increase GE(0) Index(0.04895) qqqamp; Gini Coefficient(0.03240). Finally, it is required that korean government has to reinforce social security network including pubic pension as basic pension for the elderly and also korean government and society has to rebuild more elderly friendly community in order to income transfers can be worked more effectively.
