본 연구는 최저생활을 위해 충족되어야 할 기본적 욕구의 수준과 직접적으로 관련되면서도, 동시에 상대적 빈곤 관점에 기초한 급여기준선을 제시하는 것을 목적으로 한다. 국민기초생활보장제도 수급자 선정과 급여 기준으로 역할해온‘최저생계비’를 대신한 새로운 급여기준이 제시되었지만, 이러한 기준선의 적절성에 대한 논란은 여전히 제기되고 있다. 본 연구에서 제안하는 급여기준선은 기본욕구 충족에 필요한 기본품목과 부가품목을 구분하고, 그 각각에 대한 지출을 기준으로 삼음으로서 최저생활을 위해 충족되어야 할 기본욕구의 수준을 최저생계비처럼 명백하게 밝힌다는 특성을 가진다. 이를 통해 급여기준선이 기본욕구 충족에 필요한 품목들과 직접적으로 관련됨을 보일 수 있고, 해당 품목들을 모두 나열하는 과정에서 제기되는 자의성의 논란도 피할 수 있다. 또한 본 연구가 제안하는 급여 기준선은 기본품목에 대한 중위지출액 대비 백분율로 표시되는데, 필요하다면 간단한 방법을 통해 중위소득 대비 백분율로 전환하여 표현할 수도 있다는 특성을 가진다. Instead of the official poverty threshold in use, an alternative threshold has become a policy issue in two respects. First, needs for the adequate rationale for the new benefit systems of National Basic Livelihhod Security Program. After the enforcement of new act in July 2015, official poverty threshold in use must be inevitably changed. Second, there is a widespread recognition among peoples that the official poverty threshold which is based on absolute poverty concept should be converted into relative one. Such recognition has been continuously growing during the past few years, and finally arrived at a consensus of converting the official poverty threshold into the relative poverty concept. This study aims to propose alternative official poverty threshold which not only directly reflect the level of minimum standard of living, but also rest on relative poverty concept. Suggested poverty threshold in this study tries to sort basic consume bundle and extra consume bundle which are essntial to meet the basic needs and to be based on the real expenditure level of both bundles. Through these steps, proposed poverty threshold can retain both the principle of minimum guarantee and the concept of relativeness.
