이 연구는 공공사회복지전달체계의 정보화를 과학기술을 활용한 복지실천 및 사회서비스의 혁신 가능성을 모색하는 ‘복지기술’의 관점에서 바라보고, 공공사회복지전달체계에서의 사회복지정보화에 따른 효과와 문제점을 사회복지공무원의 인식을 통해 분석하고자 하는 목적을 지닌다. 공공복지전달체계에서 근무하고 있는 경기도 지역의 현직 사회복지전담공무원 10명을 대상으로 포커스그룹 인터뷰를 수행하고 자료를 분석한 주요 결과는 다음과 같다. 첫째, 사회보장정보시스템(행복e음)의 도입으로 사회복지공무원의 업무구조와 내용이 상당히 달라졌다. 둘째, 행복e음은 공정성 등 업무 효율성을 증진시킨 면이 있지만 그 한계도 분명하게 드러나고 있다. 특히 기존에 공공사회복지전달체계에 내재된 문제들은 사회복지정보화 도입 자체로 해결되지 않고 그대로 남아있다. 셋째, 사회복지공무원의 업무량이 오히려 크게 증가하였다. 따라서 일선 서비스제공자인 사회복지공무원의 업무감소와 이에 따른 서비스 질의 향상이라는 기대효과는 나타나고 있지 못하며, 오히려 전문성에 대한 회의가 일어나고 있다. 넷째, 행복e음의 도입은 관료제의 강화, 특히 상위하달체계의 강화를 가져오고 있다. 이러한 결과를 토대로 본 연구는 서비스 질의 향상을 지원하는 복지기술이라는 관점에서 복지정보화가 지니는 한계를 극복할 수 있는 대안을 제언하였다. This study aims to analyze the effects and problems of the current informatization in public welfare delivery system in South Korea by analyzing public social workers' attitudes toward information system of government. We used focus group interview with ten public social workers in Gyenggi area. The main results are as follows. First, Social Security Information System(‘Haengbok-eUm’) has changed the job structure and work of public social workers substantially. Second, ‘Haengbok-eUm’ has showed explicit limitations as well as some positive improvements in work efficiency. The previous issues inherent in public welfare delivery system have still remained unsolved despite of the new information system. Third, the work loads of public social workers have even increased contrary to the prediction based on the general theoretical explanation. It has impeded the expected improvement of service quality. Public social workers pointed out the possible damage of professionalism in the changing job structure. Fourth, introduction of ‘Haengbok-eUm’ has enhanced top-down hierarchical system. Based on the results, this study suggests some alternatives to overcome the limitation of welfare informatization.
