정책적인 문제뿐만 아니라 이념적이고 문화적인 문제를 다루는 사회정책은 기존의 사회정책에 대한 연구뿐만 아니라 우리나라 전통사상에 관한 연구를 필요로 한다. 전통사상에 관한 연구를 수행한다는 맥락에서 유교사상 중 선진유가 정치사상이 갖는 사회정책적 함의를파악하였는데, 그 함의는 다음과 같이 제시해 볼 수 있다. 선진유가 정치사상은 경제정책과교육정책이라는 사회정책의 핵심영역을 시사하고 있고 그리고 제한적이고 부분적으로 사회정책의 제 가치와 공유하고 있다. 그리고 선진유가 정치사상은 국가복지와 공리주의라는 복지국가에 대한 이해를 제고시킬 수 있는 내용을 가지고 있고 그리고 기존의 복지국가를 대신할 새로운 복지사회의 모색하는데 있어 단초를 제공한다. 요컨대 선진유가 정치사상을 포함하는 유교사상은 사회정책을 포함하는 다 방면에서 새롭게 조명되어야 하고 활용되어 야 할 유산이라고 하겠다. Social policy in Korea is not only policy problems but also ideological and cultural ones. It is required to investigate the ideological and cultural characteristics in Korea. The purpose of this study is to investigate the implications of social policy in Confucian political thoughts in pre-Qin period which have been formed as one of historical and cultural traditions in Korea. The implications of social policy in Confucian political thoughts in pre-Qin period have been suggested such as follows. First, the Confucian political thoughts in pre-Qin period emphasis economic policy and educational policy in boundaries of social policy. Secondlythe Confucian political thoughts in pre-Qin period and social policy share the values in social policy such as esteeming human being and equity. Third, the Confucian political thoughts in pre-Qin period have the understanding foundations of welfare state.Finally the Confucian political thoughts in pre-Qin period suggest the clue of welfare society replacing the existing welfare state.
