노인인구의 증가와 함께 노후의 사회보장정책이 확대 발전되어 왔음에도 불구하고 노후생활을 보장하는 정책의 효과가 크게 나타나고 있지 않다. 소득의 중단으로 발생되는 노년층의 소득빈곤은 의료와 주거빈곤을 동반하여 총체적인 빈곤을 형성한다. 노인빈곤의 특징 중 하나는 상대적 빈곤율이다른 연령층에 비해 높기 때문에 상대적 빈곤을 위한 정책이 미흡할 경우 절대빈곤으로 될 가능성이높은 것이다. 또한 노년층은 물질적 빈곤과 함께 이로 인한 사회적관계의 단절로 정서적 빈곤을 경험하면서 다중적 요인으로 사회적 배제의 위험에 노출되어 있다. 이러한 빈곤노인층의 사회적 배제를방지하고 삶의 질을 보장하기 위해서는 정책에 연대형성기제가 내재되어 있어야 한다. 본 연구결과노인복지정책에는 빈곤을 예방하는 연대성효과가 미흡한 것으로 분석되었는데 원인은 정책의 단편적설계, 다차원적 빈곤요인의 미 고려, 정책목적의 불명확성, 노인들의 생활권 권리보장에 대한 확고한정부의 책임의식 결여 등에서 비롯되고 있다. 그러므로 향후 노인빈곤문제를 해결하기 위해서는 이에근거한 다차원적인 정책개선이 필요하다. Although the welfare policy for elderly has developed in Korea, it isn't enough to protect the elderly's life. Most elderly have an experience of income poverty after their retirement. The income poverty has brought another poverty like, medical and housing. It means that the elderly's poverty is characterized as an integral poverty. One of characteristics in elderly's poverty is that level of relative poverty is higher than that of absolute poverty. If there is not the sufficient policy to protect the relative poverty, this poverty will be placed in absolute poverty. Besides, the material poverty may bring about the emotional poverty. These poverties will finally make their social exclusion. Therefore the mechanism of solidarity should be built in the elderly's welfare policy for preventing their social exclusion. The result of this study indicated that the welfare policy for the elderly had an insufficient effect of solidarity for preventing a poverty. Its causes are a piecemeal design of the policy, deficiency of analyse for multi elements of poverty, a lack of clarity of policy's purpose, a lack of consciousness of government's responsibility for protecting the elderly‘s social right. With these points, it is necessary to improve the elderly's welfare policy for preventing the elderly's poverty and to achieving their social solidarity.
