최근 사회복지에서 증거기반실천이 중요해지고 프로그램 차원의 증거기반 인증제의 도입이 시도되고 있는 시점에서, 본 연구는 사회복지 프로그램 차원의 증거기반활동의 이론적인 특징과 접근 유형을 규명하였으며, 이를 토대로 국내외의 실태를 살펴보고, 한국에서의 프로그램 증거기반 활동의 방향성과 과제를 살펴보았다. 이를 위해서 연구자들은 먼저 프로그램 차원의 증거기반활동의 특징을 규명하고, 이러한 개념적인 특징에서 나타나는 증거활동의 3가지 차원, 즉 증거확보, 증거인증, 증거전파를 분석기준으로 설정하여, 관련 문헌에서 나타나는 증거기반활동의 경향을 분석한 결과, ‘평가활동 중심의 증거확보와 개별 전파활동’, ‘개발활동 중심의 증거확보와 협력적 전파활동’, ‘증거 인증을 통한 제도적인 전파활동’을 찾을 수가 있었다. 이러한 경향들에서 증거확보, 증거인증, 증거전파활동이 서로 밀접하게 상호 관련성이 있는 것으로 나타났다. 본 연구에서는 분석된 3가지 증거활동 측면에서 국내의 사회복지프로그램 증거기반활동의 실태를 살펴보았다. 이를 토대로 외국과는 달리 우리나라의 프로그램 차원의 증거기반활동은 증거확보, 증거인증, 증거전파의 통합적인 접근이 필요하며, 인증활동도 우리나라 프로그램 증거활동의 여건과 수준을 고려하여 진행되어야 함을 제시하였다. 끝으로 프로그램 차원의 증거기반활동과 관련된 과제를 제시하였다. This study is to explore an integrated approach of evidence based program activities in Korea, which is used as analytic framework for the accreditation of EBP programs recently initialized by Korean government in the area of the social work. For this purpose, the researchers criticised the current concepts of the evidence based practice(EBP) and evidence based programs(EBPs) in that it is not appropriate for the explanation of the EBPA in the social work programs. The researchers constructed a concept and its related key features for diverse and complicated evidence based activities appeared at the sequential development faces of the social work programs. On the basis of the new concepts, they analyzed the tendencies of the evidence based activities in the related literatures covering program evaluation, development, dissemination, and innovation etc. As the result, they found the three noticeable tendencies emerged as follows: an “evaluation focused evidence development activities”, development focused evidence development activities, and accreditation focused evidence dissemination activities. Furthermore, they examined the situations of the evidence activities in Korea. They suggested an integrated approach and tasks of the evidence activities in the social work program in Korea.
