본 연구의 목적은 영국 보수당의 사상적 변화라는 관점에서 대처정권과 카메론정권의 공공주택정책 내용을 분석하고, 이를 토대로 공공주택정책이 각 정권이 지향한 보수주의에 부합하는 방향으로 추진되었는지를 평가하는 것이다. 분석 결과 대처정권은 민영화를 통한 정부역할 축소와 공공부문을 대체하는 시장의 활성화를 핵심으로 하는 신자유주의적 노선을 공공주택정책 개혁에 적극적으로 반영하였다. 주택매입권을 보장하고, 매입하는 주택에 대한 파격적인 할인율을 책정하여 공공주택의 민영화를 적극적으로 추진하였으며, 주거수당의 개편을 통해 민간임대시장을 확대하고자 하였다. 이렇게 공공주택정책은 대처정권이 내걸었던 신자유주의 노선에 부합하는 방향으로 추진되었을 뿐만 아니라 복지부문에서 신자유주의 개혁을 대표하는 사례로 자리매김하였다. 반면 카메론정권은 신자유주의적 보수주의와 구별되는 새로운 보수주의로서 시민사회로의 권한 이양과 소외받는 계층에 대한 국가의 지원을 강조하는 온정적 보수주의를 내세웠다. 하지만 공공주택정책에서 카메론정권은 공공주택 임차가구에 대한 주거수당의 지급 상한선을 설정하고, 적정 규모 이상의 주택을 임차한 세대에 지급되는 주거수당을 감액하는 정책을 시행하는 등 빈곤층에 대한 지원을 축소하는 방향으로 개혁을 진행하였다. 그리고 축소되는 경향을 보이던 주택매입권 정책을 다시 활성화한다. 요컨대 카메론정권이 온정적 보수주의를 표방하고 있는 것과는 달리 적어도 공공주택정책에서는 재정적자 감축, 근로의욕 고취, 민영화를 통한 정부역할 축소 등 신자유주의적 보수주의의 특성이 두드러졌다. This study aims to compare Thatcher's public housing reforms and Cameron's housing reforms and evaluate whether both reforms are in line with each governm,ent's ideology. As a result, Thatcher government implemented a series of neoliberal housing policies-Right to Buy and Housing Benefit- where the strategies of marketization and privatization were actively pursued. With these policies, public housing sector gradually became residualized for the poor during the era of Thatcher and thus public housing reforms were seen as a typical case for neoliberal conservatism. On the other hand, Cameron's government seeks a new conservatism which can be differentiated from the conservatism of the former conservative government under the premiership of Thatcher. In this new conservatism, the increasing role of civil society and continuing supports for the poor are emphasized with the slogan of 'Big Society'. However, this study concludes that the reforms practically leans toward neoliberal conservatism, because core reforms aim to reduce the budget deficits, enhance work ethic of working poor and promote the privatization of public housing.
