본 연구는 우리나라 정부예산 특히 고등교육분야 예산 형성과정에서 통계적으로 설명력이 있는 설명변수들을 밝혀보고 고등교육분야 예산 정책관련 시사점을 도출하는 데 목적을 두고 있다. 이를 위해 본 연구는 먼저, 정책결정요인론 관점에서 연구 분석틀을 제시한 후, 1990년부터 2013년까지의 고등교육분야 예산과 관련 변수들을 사용하여 시계열 분석을 실시하였다. 종속변수로 재적학생당 고등교육예산을 설정하였고, 독립변수로는 정책결정요인론 입장에서 사회경제요인과 정치행정요인으로 대분하여 설정하였다. 시계열회귀분석을 통해 본 연구는 정치행정요인이 고등교육예산 형성과정에 통계적으로 유의미한 설명력을 가지고 있음을 밝혔고, 나아가 사회여론을 통해 형성된 사회적 이슈가 선거라는 정치 메커니즘과 결부될 때에 예산형성에 유의미한 영향을 줄 수 있음을 주어진 자료범위 내에서 규명할 수 있었다. 결과적으로, 본 연구는 고등교육예산 형성에 영향을 주는 요인들로 사회 경제요인(교육수요요인 포함)외에 행정요인(전년도 예산, 경쟁관계의 예산)과 정치요인이 존재할 수 있는 가능성을 확인할 수 있었으며, 그동안 예산 형성과정 연구에서 그 영향력에 대한 실증적 검정 논란이 많았던 ‘정치･행정 요인’의 재발견이 이루어질 수 있었다는 점에 연구의의를 둔다. This paper aims to reexamine the importance of political and administrative factors in accounting for budgeting. To this end, this paper develops a research framework based on policy determinants theory together with the notion of incrementalism and punctuated equilibrium theory. Then, time-series regression (1990~2013) is employed to empirically examine the research framework in the case of Korean higher education budgeting. The findings of analysis show some theoretical and practical implications. Most importantly, it is worth noting that political/administrative factors have as significant effects on budgeting as social qqqamp; economic as well as media factors do. As a result, this paper can shed light on the importance of political and administrative factors in explaining the budgeting in Korea higher education policy.
