본 연구는 도시거버넌스관점의 도시레짐이론을 토대로 저소득층 기회확장 레짐정책에 속하는복지만두레사업에 대한 사례연구를 통하여 도시레짐의 특성과 유형을 탐색하였다. 분석결과는 첫째,행위자들의 참여동기는 눈에 보이는 결과인 소외계층 복지욕구충족을 위해서이다. 둘째, 연합형성은선택적 유인인 시나 재단의 예산지원에 의해 만들어졌다. 셋째, 연합의 질은 약한 민-관 파트너십이형성되었다. 넷째, 정치적 환경은 지방적 환경에 의존하고 있다. 다섯째, 도시레짐의 유형은 도구적레짐이 재배하고 있다. 본 연구의 정책시사점으로는 지속가능한 도시거버넌스의 성취를 위해 도구적 레짐에 유기체적레짐의 결합, 보다 구체적으로 정치적 환경의 포용, 지역사회의 자발적 참여, 지역공동체의목표의식개발, 시민사회주도적 파트너십이 필요하다는 것이다. This study aims to explore the properties and typology of urban regime of urban governanceparadigm through case study about the welfare mandure program belonged to lower-classopportunity expansion regime policy. Analytic results follow as. first, actor's mobilizing motiveis to a tangible result, lower-class welfare need's satisfaction. second, coalition building wasmade by a selective incentive, that is a budget distribution of city hall and welfare foundation. third, coalition quality was molded by a weak private-public partnership. fourth, politicalenvironment depends on local environments. fifth, the typology of urban regime dominatesinstrumental regime. The policy implication of this study provides that in order to accomplish sustainable urbangovernance, it is necessary to combination between instrumental regime and organic regime,more concretely comprehension of political environment, local society' voluntary participation,development of local community consciousness, and citizen-centered partnership.
