폐기물 처리시설의 입지와 관련된 공공갈등의 장기화는 높은 사회적 비용을 가져온다. 기존의 많은 연구들이 공공갈등의 발생과 해결에 관한 연구로서, 실제 갈등이 해결되지 못하고 지속되는 기간에 영향을 미치는 연구가 적었다. 본 연구는 공공갈등이 지속되는 데 영향을 미치는 요인들의 조건을 논리적으로 확인하고자 하는 목적에서 수행되었다. 이를 위해 선행연구를 검토하여 제도적 집단행동 모형의 틀을 바탕으로 하여 공공갈등의 영향요인과 행위자의 전략적 선택을 원인조건으로 구성하여 어떠한 조건 및 조건의 조합이 갈등을 지속시키는 데 영향을 미치는지 분석을 시도하였다. 분석은 폐기물 처리시설 입지와 관련된 20개의 공공갈등 사례를 대상으로 하였으며, 결과를 발생시키는 구조적 조건을 규명하기 위한 방법론으로 퍼지셋 질적 비교분석을 사용하였다. 분석 결과, 주민이 강하게 응집되어 정부와 주민 간에 강경한 전략으로 충돌하는 경우 갈등이 장기화되며, 이때 정보의 공유 이슈 역시 역할을 하는 것으로 확인되었다. 한편, 갈등의 지속유무와 상관없이 원인조건 분석 결과 도출된 모형을 종합적으로 고려해 보면, 기관비용이 핵심적인 조건인 것으로 확인되었다. Why some NIMBY conflicts solve quickly and others not in real world? Although non-preference facilities conflicts have been increasing, present conflict management systems are not able to solve these. These phases and periods of conflicts have dragged out for too long and social cost have increased exponentially. We focused on transaction cost approach and strategy of actors to find what factors affect a protracted conflict. We examine which types of transaction cost or strategic actions are more critical role to delay conflict solution. We also tried to analyze influence of conditions and what combinations of conditions to cause sustain conflict by setting the causal conditions. Our data cases are 20 waste treatment facilities conflicts as NIMBY conflict in Korea. Because our data set is 20, we have used Fuzzy-set/Qualitative Comparative Analysis(fs/QCA) made by Ragin for elucidating the structural conditions that generate the results. As a result of the analysis, combination of low division-cost and serious confrontation between government and residents. Meanwhile, considering the results of analysis comprehensively, it is confirmed that agent-cost is an important condition for public conflict prolonged or not.
