본 연구에서는 마을 공동체 발전을 위한 정부의 주요 마을자치 사업 중 하나인 색깔 있는 마을 육성 사업에서 핵심적인 정책수단으로 강조되고 있는 농촌현장포럼의 효과를 분석한다. 농촌현장포럼은 마을의 의사결정과정이 주민들의 주도적인 참여와 협의에 바탕을 두고 이루어지도록 하고, 그 과정에서 색깔 있는 마을을 주민 스스로 만들 수 있게 도움을 주기 위해 시행된다. 본 연구에서는 넛지 이론을 배경으로 농촌현장포럼이 넛지로서 역할을 하고 있음을 논의하면서 실제 농촌현장포럼을 시행한 경북 상주시 광골마을을 대상으로 구체적인 분석을 진행한다. 분석은 농촌현장포럼에 직접 참여한 주민들과 관련자들을 방문 인터뷰한 결과에 기초해서 이루어졌다. 분석을 통해 농촌현장포럼이 넛지 전략으로 기능하면서 그 효과를 나타내고 있음을 확인하였지만, 동시에 그 효과의 지속성에 대해 의문을 제기하였다. 그리고 그에 기초해서 정책적 함의를 도출하였다. This paper examines the effects of rural field forum which have been carried out in the Characteristic Community Building Project. The purpose of rural field forum is to encourage local residents to voluntarily participate in the decision-making process for establishing their own characteristic community strategies. This study argues that rural field forum plays a role as a ‘Nudge’ and analyses the case of Gwang-gol village in Sang-ju, Kyungbuk where the field forum was implemented in 2014. The analysis is based on personal interviews with the residents who directly participated in the rural field forum. This research verifies that the rural field forum functions as nudge strategy, on the other hand, it raises a question about the durability of the effects.
