노동조합에 대한 태도나 인식에 대한 연구는 그 역사가 오래되었음에도 불구하고 여전히 향후 노동조합 조직률이나 노사관계를 전망하는 데 매우 중요한 역할을 한다. 우리는 지난 2008년에 글로벌 외환위기를 겪었지만, 노동조합 조직률은 큰 변화를 보이지 않고 정체하는 추이를 보이며, 고용형태의 다양화는 지속적으로 확대되어 갔다. 비정규직을 포함한 고용형태의 다양화는 근로자들 간의 연대감을 약화시키는 요인으로 작용하지만 외환위기와 같은 공통적인 위기에 대해서는 함께 대응하려는 요인을 강화하기도 한다. 한국노동연구원의 노동패널자료를 분석한 결과, 2009년 이후 노조도구성의 인식에 대한 추이를 살펴보았더니 예상대로 비정규직보다는 정규직, 비조합원보다는 조합원의 노조도구성 인식이 높았다. 그러나 고용형태에 상관없이 정규직과 비정규직 모두 노조도구성 인식은 증가하고 있었으며, 조합 가입여부에 있어서도 조합원과 비조합원 모두 노조도구성 인식이 상승하는 추이를 보이고 있었다. 따라서 고용형태 다양화보다는 외부의 고용불안 요인이 노동조합에 대한 태도에 더 많은 영향을 미치는 것으로 해석할 수 있을 것이다. Attitudes towards union instrumentality have been researched for a long time. However, it is still a very important topic because it helps to predict the future of union density rate or industrial relations in general. The global financial crisis in 2008 impacted severely the working condition of Korean workers but the union density did not change significantly although the employment types diversified further. Employment type diversification typically reduce the solidarity of workers while the impact of global crisis may increase the solidarity of workers to protect their common working conditions. This paper aims to analyze the net result of these two contradicting forces to the attitudes toward union instrumentality . After the global financial crisis in 2008, the attitudes toward union instrumentality of general citizen including both wage earning and non-wage earning workers, became more favorable to unions in Korea. The absolute level of the attitude were higher for permanent workers than temporary workers and higher for union members than nonmembers. However, the employment type does not increase consistently the attitude to union instrumentality although the union membership increase consistently the attitude during the period of 2009 and 2014.
