[영문]Investigating the major characteristics of the elderly population of Korea and Australia, this study examined the Australian welfare programs for the elderly compared to those of Korea in the aspects of income maintenance, care and housing assistance to support the elderly. As they have different historical backgrounds and cultural bases, the social welfare programs are somewhat different between Australia and Korea. Australia, where the Age Pension has been provided to the elderly since 1909, has well-equipped social welfare systems. Australian Age Pension is a completely non-contributory pension which is different from Korean Public Pensions that are operated as contributory social insurance schemes. Australian Home and Community Care (HACC) is a comprehensive home care service for the elderly. It prevents older people from having to move to unwanted facility housing; and over 20% of older people are using this HACC. The Australian Rent Assistance program, representative of housing assistance program for low income households, including the poorest elderly people, has been implemented since 1958, and pays up to 75 percent of rent. Korean welfare programs, however, are inclined to be fractured and so unrealistic that can support older people properly.
