자격취득이 장애인 재취업 및 구직기간에 미치는 영향(The Effect of Possessing Certificate has on Disables Reemployment)

이 연구는 자격취득 여부가 장애인 재취업에 미치는 영향에 대해 분석하는데 목적이 있다. 연구방법: 장애인고용패널 1차~5차년도 자료를 활용하여 선택편의를 최소화하기 위해 경향점수매칭을 실시했다. 자격취득에 따른 재취업 여부와 기간을 분석하기 위해 생명표 분석을 사용했으며, 콕스회귀분석을 활용하여 장애인 재취업에 미치는 요인을 도출했다. 연구결과: 첫째, 자격취득자가 미취득자보다 재취업 여부, 기간, 속도에서 더 높은 수치를 보였다. 자격취득자의 경우 실업 후 48개월까지 재취업에 성공한 사람은 34.1%였으나 자격미취득자의 경우 같은 기간 동안 재취업에 성공한 사람은 11.3%에 그쳤다. 둘째, 자격을 취득한 장애인이 자격을 취득하지 않은 장애인보다 실업상태에서 벗어날 가능성이 1.579배 더 높았으며 장애정도와 건강상태, 가구원 수, 고용서비스 경험여부도 장애인이 재취업에 유의한 영향을 미치는 것으로 나타났다. 시사점: 이 연구를 통해 장애인의 자격취득 및 활용에 대한 지원이 필요하며 고용서비스 및 직업훈련과의 연계를 통해 자격취득을 촉진하는 시스템을 구축할 필요가 있음을 제시했다.
The purpose of this study was to analyze whether acquisition of certificate has an effect on reemployment of disabled. Method: For the purpose of this study, the data from “Panel Survey of Employment for the Disabled” which was conducted from 2008 to 2012, was used. 622 samples were selected by using Propensity score matching to minimize the selection bias, and analyzed by the frequency and period of reemployment by using Life-Table Model. The Cox Proportional Hazard Model was also used to analyze the factor which affected the reemployment of disabled. Results: The followings were the major results. First, the difference of reemployment and time until reemployment depended on the possession one or more certificates. The percentage of disabled who possessed certificates succeeding in finding a job was 34.1% from the starting point of unemployment to 48 months, however, the percentage of disabled who did not possess certificates succeeding in finding a job was just 11.3%. This result demonstrated that the possibility of reemployment was higher with disabled who possessed one or more certificates than disabled who did not possess one or more certificates. Seconds, possessing one or more certificates had an effect on reemployment of disables. Disables who possessed one or more certificates had a 1.579 times higher chance of being reemployed compared to those who does not possess any certificate. Also, the degree of disability, conditions of health, number of family members, and the experience of employment service also had a effect on reemployment of disabled. Implications: Based on the results of this study, the support is necessary for acquisition of certificate and utilization. and constructing facilitation system which connected with job service and vocational training is demanded.
