본 논문은 OECD 국가들을 대상으로 장애인 정책 모델의 유형—사회민주주의 모델, 자유주의 모델, 조합주의 모델—과 의무고용제도의 유무가 장애인 고용의 양적, 질적 지표들에 유의한 차이를 만들어내는지를 탐구한다. 이 연구에 이용된 장애인 고용의 양적 지표로는 장애인 고용률과 실업률, 질적 지표로는 장애인의 소득 수준, 빈곤 비율, 장애인 취업자의 직업별 구성비이다. ANOVA와 T-테스트의 결과, 장애인 고용률과 실업률 면에서는 사회민주주의 모델과 자유주의 모델이 조합주의 모델이 더 나은 성과를 보이고, 장애인의 소득 수준과 빈곤 비율 면에서는 사회민주주의 모델과 조합주의 모델이 자유주의 모델보다 더 나은성과를 보이며, 직업별 구성비 면에서는 사회민주주의 모델이 조합주의 모델보다 더 나은성과를 보인다. 한편 장애인 고용률과 실업률, 그리고 직업별 구성비 면에서 비의무고용제도 국가들은 의무고용제도 국가들보다 더 나은 성과를 보이는 반면, 장애인의 소득 수준과빈곤 비율 면에서는 양자 사이에 유의한 차이가 없다. 전체적으로 볼 때, 사회민주주의 모델을 채택하고 있는 노르딕 국가들은 의무고용제도 없이도 세계적으로 가장 뛰어난 장애인고용/복지 상황을 보이고 있다. 자유주의 모델과 의무고용제도를 결합하고 있는 한국은 노르딕 국가들의 경험을 배울 필요가 있다. This article explores if the types of disability policy model – social democratic, liberal, and corporatist models – and the adoption or non-adoption of the quota system for disability employment make any difference to the quantitative and qualitative indicators of disability employment in OECD countries. The quantitative indicators used include disability employment and unemployment rates; the qualitative ones include the income levels, poverty rates, and prevalence percentages by occupation of people with disabilities. The results of ANOVA and T-test show that the social democratic model is the best model overall and that the liberal model is better than the corporatist one in disability employment and unemployment rates, while the latter is better than the former in the income levels and poverty rates of people with disabilities. Those countries that have not adopted the quota system better perform than those that have in disability employment and unemployment rates, while there is no significant difference between these two groups of countries in the income levels and poverty rates of people with disabilities. Korea, which has adopted the liberal model and the quota system needs to learn from the experiences of social democratic Nordic countries which perform best in disability employment without the quota system.
