본 연구는 시각장애인의 고용환경을 분석하고 이를 바탕으로 시각장애인의 고용확대를 위한 정책과제를 제안하는 데 있다. 정책과제 탐색을 위한 연구방법은 전문가 델파이 조사를 이용하였다. 델파이 조사는 30명의 시각장애인 고용 관련 전문가를 대상으로 하였다. 델파이 조사결과를 바탕으로 시각장애인의 고용 확대를 위한 세부 추진 과제로 직업평가 및 재활훈련 영역은 ‘직업평가도구 개발보급, 재활훈련 내실화’, 적합 직종과 직업훈련 영역은 ‘시각장애인 적합 직종 개발, 중도 시각장애인 원직장 복귀 지원 강화, 개인별 직업훈련 지원 강화, 한국장애인고용공단의 시각장애인 직업훈련사업 확대’, 구직준비와 취업지원 영역은 ‘시각장애인 일반고용 일자리 창출, 시각장애인 보호고용 기회 확대, 시각장애인 대상 취업서비스 역량 강화’, 정책 및 제도 영역은 ‘공단 본부에 시각장애인 고용촉진팀 설치, 업무용 전산망 접근성 보장, 직무지원 보조공학 기기 개발’을 제시하였다. The purpose of this investigation is to identify strategies enhancing employment opportunities for people who are visually impaired by analyzing employment-related circumstances that visually impaired seekers are encountering. To this end, a thorough literature review in the area of employment of people with visual impairments was conducted in order to identify legislative initiatives, employment policies, as well as areas of jobs that visually impaired people are engaged in. Experts delphi survey were utilized to analyze and find out barriers and obstacles that prevent an active participation in the labor market among jobseekers with visual impairments. Based on the literature review as well as delphi survey, strategies to enhance employment opportunities for persons with visual impairments were presented, including vocational assessment and rehabilitation training, appropriate job development and tailored vocational training alternatives, job preparation and employment support system, employment policies feasible for people with visual impairments.
