연구목적: 본 연구의 목적은 가정의 양육공백을 지원하기 위한 서비스인 아이돌봄 지원 사업의 사업지침에 대한 아동영향평가를 실시하여 아이돌봄 지원사업이 아동의 삶에 줄 수 있는 영향을 검토하고 개선방안을 제언하는 것이다. 방법: 2017년 아이돌봄 지원사업 안내지침을 사업의 구체적 내용으로 삼아 분석하였으며, 분석을 위해 성북구와 서울대학교 산학협력단이 개발하여 성북구에서 현재 활용하 고 있는 아동영향평가 점검표를 활용하였다. 결과: 연구 결과, 전반적으로 아동의 권리를 심각하게 침해하는 부분은 없는 것으로 나타났다. 그러나 전반적으로 아동의 권리를 최우선적으로 추구한다기보다는 이용자 가정의 주 양육자를 주된 서비스 이용자로 인식하고 양육자를 중심으로 서비스가 제공되고 있었다. 분석결과를 바탕으로 몇 가지 개선방안을 제시하였다. 결론: 몇 가지 개선을 통해 부모의 일⋅가족양립을 지원하는 동시에 아동의 권리를 보장하는 방향으로 서비스가 이루어질 수 있을 것이다. Objectives: The purpose of this study was to examine the impact of a child-care support institution on a child’s life and to suggest ways to improve problems by conducting child impact assessment of the child-care support institution guidelines. Methods: In order to analyze the contents of the institution, a child impact assessment checklist developed by the Seongbuk-gu District and the Seoul National University Rqqqamp;DB Foundation was used. Results: The results of the study found that there was no serious violation of child’s rights as a whole. However, the institution tended to focus on the care-giver of the family rather than the rights of the child. Based on the results of the analysis, several improvement plans have been proposed. Conclusion: Through some improvements, it will be possible to support the work and family balance of the parents and to guarantee the rights of children.
