전(全) 국민의 조세부담을 통해 마련된 특별교부세는 배분 방식에 있어 자의성과 비공개성을 지니고 있다. 이에 본 연구는 중앙정부로부터의 이전재원인 특별교부세가 본래의 취지에서 벗어나 정치적 영향에서 자유롭지 못했는지를 점검한다. 이를 위해 2005~2012년까지의 전국 15개 광역시도별 패널데이터를 이용하여 특별교부세 배분과정에서 경제적 요인 이외에 비경제적 요인이 작용했는지를 실증분석 한다. 실증분석 결과에 따르면, 광역자치단체에 배분되는 특별교부세는 해당 지자체장의 여․야당 소속 여부 또는 재선여부에 따라 달라졌다. 이는 특별교부세가 원칙적으로만 배분되는 것은 아니라는 것을 의미한다. 특별교부세의 실제 배분이 정치적 영향을 받기 때문에 지역 발전에 왜곡되게 이용될수 있음을 나타낸다. The special share tax, which is a kind of intergovernmental transfers given to local governments from the central government, is allocated in an arbitrary and closed manner. The central government does not need to announce to what extent to which local government the special share tax has been allotted. This paper studies if the allocation of the special share tax is appropriate or abused for political purpose. In so doing, using panel data of the 15 local governments (i.e., metropolitan cities and provinces) of Korea from 2005 to 2012, it analyzes the effect of the economic factors and non-economic factors on the allocation of the special share tax. The empirical result shows that the special share tax has been allocated in consideration of the political background of mayors and governors who govern each local government: whether they are in the ruling party or in the opposition party, and whether they have been consecutively reelected or not. This finding implies that the special share tax is not allocated legitimately and is not free from political interests. It also represents that the political allocation of the intergovernmental transfer such as the special share tax can impede the balanced regional development.
