본 연구는 2000년부터 2013년까지의 국민연금 가입자 자료를 이용하여 정보 교류 및 준거가 국민연금 임의가입결정에 미치는 영향을 분석하였다. 강제가입을 원칙으로 하는 국민연금의 예외로서 국민연금 임의가입의 중요성에도 불구하고 국민연금 임의가입제도에 관한 연구는 거의 존재하지 않는다. 본 연구의 결과 정보 교류의 활성화 정도는 국민연금 임의가입률에 유의미한 정(+)의 영향을 보였고, 준거의 작동 정도 역시 국민연금 임의가입률에 유의미한 정(+)의 영향을 보였다. 또한 정보 교류의 활성화 정도 및 준거에 대한 민감도는 남성보다 여성에게 더욱 강하게 나타났다. 이러한 분석결과는 국민연금 임의가입제도 활성화를 위해 ‘opt-out’ 방식의 적용을 고려할 필요가 있음을 시사한다. This study examines the effects of the information exchange and reference on the voluntary participation in National Pension using National Pension subscriber data from 2000 to 2013. Although the importance of voluntarily insured person as an exception to the mandatory coverage, few studies have investigated regarding National Pension Voluntary Insurance(NPVI). This study finds that information exchange has a significant positive relationship with NPVI. We also find that reference has a significant positive relationship with NPVI. In addition, the positive relationship between information and reference and NPVI is more significant to female. The results imply that policy-makers need to adopt ‘opt-out’ policy to boost NPVI.
