[영문]This paper introduces and describes health care poverty. Underinsuranceand its consequences for access to health care arehighlighted. Definitions of underinsurance and its prevalenceare presented. Groups that experience disproportionate barriersto obtaining medical care are identified. Manifestations ofunderinsurance are explicated and their relationship to receiptof medical care, such as vaccinations and medications is discussed.A reframing of the health care debate is suggested withemphasis moving from uninsurance to access to health care.
