이 논문은 2008년 시행된 임신·출산 진료비 지원정책이 산전 진료 의료이용과 신생아의 건강성과에 미친 영향을 분석하였다. 임신·출산 관련 상병에만 진료비 지원정책이 적용된다는 점에 착안하여 이에 해당되지 않는 상병을 대조군으로 설정하고 이중차분 분석을 수행함으로써 산전 진료 의료이용에 미친 효과를 분석하였고, 임신부의 특성에 따른 이중차분 분석을 통해 각 그룹별로 정책 효과가 상이하게 나타나는지 살펴보았다. 또한 진료비 지원정책으로 인한 의료이용 변화가 신생아의 건강성과에 어떠한 영향을 미쳤는지 추정하였다. 분석 결과, 임신·출산 진료비 지원정책은 산전 진료 의료이용을 유의하게 증가시켰고, 특히 기존에 적정 수준 미만의 산전관리를 받았거나 상대적으로 덜 받았던 임신부들의 의료이용을 크게 증가시킨 역할을 한 것으로 나타났다. 의료이용의 증가, 혹은 적절한 산전검진을 받은 임신부들의 증가로 인해 신생아의 건강성과도 다소 개선된 것으로 확인된다. In this study, I investigate the effects of the health insurance coverage expansion for prenatal care on health care utilization among pregnant women and on the health outcomes of the newborns. I also analyze whether the policy effects differed depending on the characteristics of pregnant women. Because the coverage expansion was not applied uniformly across all diseases, I adopt the Difference-in-Difference method to estimate the causal effect. Furthermore, I estimate the effects of the change in prenatal care on the health outcomes of the newborns. The results of the difference-in-difference estimations suggest that the coverage expansion for prenatal care led to an increase in health care utilization compared to control groups. Crucially, the coverage expansion improved the prenatal care of pregnant women who had previously received less than the adequate level or had received comparatively less than other pregnant women. This increase in prenatal care, in turn, improved the health outcomes of the newborns.
