The National Accounts System (SNA) is used from a national economic point of view to identify welfare finances that absorb social risks such as diseases, unemployment, and aging of the people. SNA recommends categorizing the financial status by policy area and transfer expenditure and administrative expenses into sub-category. However, in Korea, this information was not provided, so for the first time in Korea, thisstudy was conducted to classify ‘social protection’, which is the welfare finance field of the national account, by policy area and detailed composition. As a result of the study, the total size was 146.7 trillion won (2019), and by policy area, the elderly were 63 trillion won, family and children 23 trillion won, and social protection R&D 80 billion won. Looking at the detailed composition ratio of these individual benefits, transfer expenditure was the highest in ‘unemployment benefit’ (98.4%), and administrative cost wasthe highest in ‘housing benefit’ (40.5%). This is new data that quantitatively shows the characteristics of the benefit composition and delivery system of individual benefits. Since the middle classification and economic classification according to the National Account Creation Manual is the first of its kind conducted in Korea, it is expected that it can be used as the most sophisticated basic data to analyze welfare finance.
As ‘data’ emerges as a core value in the era of the 4th industrial revolution, the necessity and importance of integrated data management is being emphasized. As the utility of health and welfare system data, which consists of data on the daily life of the general public and on the vulnerable, becomes increasingly important, it is necessary to prepare a data management system.
First, in order to comprehensively manage health and welfare data, there is a need to have in place data officers and data management units to work within and between agencies. Also, a Data Management Committee is needed to perform the coordinating role as a whole. Second, it is necessary to find health and welfare location information and establish a database. Third, a health and welfare data catalog needs to be build to help users better locate and find the data they need. Fourth, a standard classification system for health and welfare data should be prepared to achieve data integration, data linkage, and improved data utilization. Fifth,, building a Health and Welfare Integrated Data Platform at the Ministry of Health and Welfare level can help manage data comprehensively. The Platform should improve and it has data utilization, data analysis, and data linkage, and provide such as project guides, guidelines, related research reports and data.

There are many statistics in our lives. Statistics have had an impact on the entire socio-economy by revealing conceptual things as a reality through the process of quantification. Policy makers harness the power of statistics to implement policies. However, many decisions are still based on expert opinions rather than scientifically objective statistics. International organizations such as the OECD and the WHO produce and provide reliable and policy-sensitive statistics, but why are they not widely used in the real world? In this article, the demand for the statistics of international organizations by policy makers in the health sector was confirmed, and the use of statistics in national plans was checked. The findings suggest that continuous efforts are needed to systematically diagnose users' demands and increase the convenience of using statistical information in order to increase the utilization of international organizations' statistics.
MyData is a new paradigm for data utilization that includes personal information. The overnment is continuously establishing and promoting policies for the introduction and activation of MyData. This article reviews the concept of MyData and the current status of MyData policies and services promoted in Korea. This article also suggests to introduce MyData in the health and welfare field, based on its examination of how the system has been introduced and used in other fields. MyData in the health and welfare is expected to make people's lives more prosperous and contribute to health promotion. However, for this, the MyData ecosystem needs to be expanded through systematic preparation and continuous R&D.
In order to improve the quality of the survey data, we conducted a study for efficient sample design of the National Survey of Disabled Persons. The National Survey of Disabled Persons covers more than 40,000 households. There are two ways to reduce the burden on a survey based on enumeration districts. The first is to reduce the sample size of household and discrimination surveys. The second is to expand the survey of the disabled based on data other than enumeration districts. The existing and proposed methods were examined in various ways. The existing method is a survey based on enumeration districts. The proposed method is a survey based on both enumeration districts and databases of individuals registered as disabled.
