The impact of COVID-19 will be combined in all areas of economy, society, industry, and law system and it is expected to be a huge shock when it is prolonged. Thus, there is a need to reexamine existing policy frames and provide new policies.
This study presents social security policy measures to mitigate the impacts of COVID-19 and policy alternatives to reform after COVID-19. This report is composed of four issues. First, it deals with the analysis of poverty and inequality caused by COVID-19. Second, identifies the debate of universalism and residualism related to emergency disaster relief subsidies, and discuss issues that have been raised principles of government budget distribution. Third, reviews the problems and policy improvement measures of the child care service due to COVID-19. Fourth, presents the reform plan of social insurance for extending coverage.
The policies presented in this study are expected to be applicable in combating COVID-19 and in similar future situations.
