초록

본 연구의 목적은 장애인을 위한 지역사회의 공적 서비스를 중심으로 장애인복지서비스의 현황과 과제를 살펴보는 것이다. 이를 위해 우선 장애 인구의 증가추세나 장애인의 특성별 분포에 대한 통계를 분석해 보고, 현재 공적 서비스 전달의 중심적인 역할을 담당하고 있는 구청과 구청의 지원을 받아 장애인사업을 펼치고 있는 지역사회내 장애인수용시설 및 구립사회복지관을 대상으로, 각 기관에서 장애인을 대상으로 실시하고 있는 각종 서비스나 프로그램을 검토해보고, 앞으로 해결해야 할 문제점과 개선 방안에 대해 논의해 보았다. 구청에서는 장애인을 대상으로 보장구 교부, 생계비 지원, 의료비 지원, 자녀 학비 지원, 지역 내 재활의원의 운영 경비 지원 등의 사업을 실시하고 있고, 장애인 수용시설인 재활원에서는 장애인들의 교육적 재활, 의료적 재활, 사회심리적 재활, 직업적 재활, 종교 활동 프로그램을 실시하고 있으며, 사회복지관에서는 각종 상담·교육·의료 서비스와 장애인의 사회적·정서적·직업적 재활을 돕는 서비스, 차량지원, 주거환경 개선 등 재가장애인을 위한 서비스와, 장애인 가족 및 비장애인을 위한 서비스를 실시하고 있었다. 공적 서비스 기관이 당면하고 있는 문제는 재정적 지원의 부족, 서비스 공급자와 수요자에 대한 체계적인 관리의 결여, 프로그램의 내용 및 대상의 한계 등으로 나타났다. 앞으로는 장애인들의 실태와 복지적 욕구를 파악하는 기초자료를 데이터 베이스화하고, 이를 바탕으로 기관마다 고유의 장점을 살릴 수 있는 서비스를 개별화·다양화·특성화하며, 장애인복지 서비스를 전담하고 전문화할 수 있는 전문 인력을 양성해야 할 것이다. 또한 관련기관간에 장애인복지프로그램에 대한 협력·공조체계가 마련되어야 할 것이다.;The purpose of this study were to examine the actual states of the handicapped people living in a community and to investigate the present conditions and future tasks of public welfare services or programs of the ward office, an asylum, and social welfare centers for the handicapped people in a community. The key services of the ward office are provision of the prosthetic instruments for handicapped people, payment of the costs of living and medical care, and school expenses for their children. The ward office also provides financial support to a medical center in the asylum. The programs of the asylum and welfare centers for the handicapped people are classified as physical, emotional, educational, social, occupational restoration programs. For the enhancement of the public welfare services for the handicapped people, more various services or programs based upon the needs of divergent subjects should be delivered, and financial support from the local government should be increased. Systematic evaluation processes for the present programs should be developed, and collaborative approaches to the integration of services and community resources including volunteers are required.
