초록

본 연구는 지속적으로 진행되고 있는 고령화사회 속에서 국민연금재정의 안정을 기하면서 어떻게 충분한 노후소득보장을 받을 수 있을 것인가에 초점을 맞추고 있다. 급변하는 노동시장의 상황 속에서 이른바 낀노인인 중고령근로자들은 한 번 노동시장을 이탈하게 되면 재취업의 기회가 어렵기 때문에 장기실업자로 전락하게 되고, 이로 인한 사회적 비용은 실로 막대하다는 사실은 외환위기를 통해 경험을 한 바 있다. 노령부분근로를 통한 점진적 퇴직은 노·사·정 모두가 이익이 되는 방향으로 이용할 수 있을 것으로 사료된다. 우선 근로자 측면에서 보면 근로기간을 늘리면서 연금가입기간을 확보하여 생애소득을 크게 할 수 있고, 사용자 측면에서는 전문적이고 숙련된 근로자를 보유함으로써 급격한 인적자원의 손실을 막을 수 있을 뿐만 아니라 일시적인 퇴직금지급으로 인한 재정부담을 줄일 수도 있을 것이다. 또한 정부측에서 보면 조기 연금수급자를 예방하고, 연금가입자를 확보함으로써 재정안정에도 도움을 줄 것이다. 또한 노령 빈곤층을 사전에 예방하는 효과도 있다. 현행 연금제도는 가입기간을 최대한 유지할 때만이 충분한 소득대체율을 보장한다. 이를 보장받기 위해서는 노동시장에 오랫동안 머물러야 한다. 그러나 작금의 노동시장상황은 그렇지 못하다. 따라서 국민연금법상의 60% 소득대체율은 단지 상징적인 의미만 갖고 있을 뿐이며, 기타 공적연금과의 형평성 부재는 향후 노령계층간의 연금소득 불평등을 초래하게 될 것이다. 따라서 실업기간, 자녀 양육기간이나 군복무기간 등에 대한 정책적 고려가 선행되어야 한다. 저출산, 평균수명의 연장으로 노령화 속도가 빠르게 진행되고 있는 상황에서 낀노인을 위해 고용과 연계된 소득보장제도의 확립은 필연적이다. 이를 위해 노령부분근로는 젊은 세대와의 일자리 배분, 고령부모의 개호를 위한 대안이 될 수 있다. 또한 노령부분근로를 통한 점진적 퇴직을 활성화함으로써 연금재정의 건전성을 확보함과 동시에, 충분한 노후소득을 보장받을 수 있도록 소득보장제도의 틀을 체계적으로 갖추어 나가야 할 것이다.;This research focuses on both how the stability of national pension finance will be sustained and how the worker will receive the sufficient income guarantee in the aging society. When an older worker suddenly retires without sufficient financial means, he and his family are likely to be under economic difficulties. Moreover, if the older worker has little chance of re-employment, he and the family may fall in long-term unemployment, which will increase the social burden. Between the age of 55~65 the worker can pass gradually to partial work and gets partial income guarantee to complete his income. This could be seen as a ‘Win-Win-Win strategy’ in the national economy. The worker will have more working time in the firm and increase the life-cycle income and be healthier now than before. Partial work is very convenient to the employers from managerial point of view. The employer could maintain an experienced and skilled worker with relatively low cost. Undoubtedly, the government can reduce the social cost and prevent old age poverty. In order to have sufficient pension benefits, the worker must stay in the labor market as long as possible. Labor market conditions, however, are becoming increasingly volatile, and without a 40-year working period, the worker will not be able to expect the statutory income replacement rate of 60%. This will raise the problem of inequity between the National Pension and other public pension schemes. For these reasons, unemployment, child-fostering, and military service etc., should be considered as contribution period. In an aging society we need a work-oriented income security system for workers in their fifties. Part-time work may be an alternative for job-sharing between the young and older generations and even for long-term care for elderly parents. Gradual retirement and postponement of retirement will help solve the financial problem of the pension schemes in the long run and improve post-retirement living standards.
