초록

본 논문에서는 연금의 성별 격차를 연금의 적용범위와 급여수준의 측면에서 분석하고, 여성의 경제활동과 가족변화에 따른 취약성을 고려하여 연금보장을 위한 연금개혁 방안을 제안하고 있다. 여성의 연금수급권은 개별수급권과 파생수급권으로 구분될 수 있다. 이혼 및 재혼의 증가로 인한 남성 가장 소득자 중심의 가족보장 모형의 한계를 고려할 때, 파생적 수급권은 한계를 지닌다. 또한 노동시장의 유연화 및 고용형태의 다양화(불안정·비정규 근로형태의 증가)로 인한 상시 완전고용에 기반한 보장모형의 한계를 감안할 때, 고용 및 갹출과 연계된 연금권은 매우 제한적일 수밖에 없다. 따라서 본 논문에서는 여성의 연금권 보장을 위한 연금개혁 방향은 1인 1연금에 기반한 개별수급권을 강화하는 방향이어야 함을 주장하고 있다. 즉, 갹출이나 고용이력과 관계없이 시민권에 기반하여 조세를 통한 재원조달에 입각하여 연금수급권을 부여하는 1인 1연금의 기초연금을 도입하는 것이 필요하다고 주장한다.;This paper examines gender differences in coverage of public pension and level of benefit in Korea. And it proposes alternatives of pension reform for women with considering the weakness of women in economic activities and in family change. There are individual right from oneself and derived right from spouse in pension security for women. As considering of the serious change from family support model based on male breadearner to damage of family support model based on increase of divorce and re-marriage, the derived right has limitation in side of pension security for women. And as considering of the serious change from the labour market model based on full employment to flexibility of labour market and diversity of employment pattern based on increase of atypical worker, the pension right related employment and contribution must be very restrictive. Thus this Paper persist that the direction of pension reform should be strengthen individual right based on one basic pension per one person regardless of employment and contribution through tax financing.

노령층에게 세대 간 이전(intergenerational transfer)을 통해 무갹출연금을 지급하는 기초연금법이 상당한 정치적 난항을 거쳐 2014년 제정, 실행되고 있다. 기초연금 도입을 둘러싼 논쟁은 박근혜정부의 대선공약 이행이라는 정치적 프레임 내에서 주로 다뤄져왔다. 그러나 기초연금이 한국 노후소득보장 역사에서 연금개혁 방안 중 하나로 논의되어 왔던 역사적 배경과 기초노령연금 등 제도적 유산을 이해하지 못한다면, 박근혜정부의 기초연금 도입을 제대로 평가하기는 어렵다. 그러므로 본 연구는 2014년 박근혜정부 기초연금 도입을 평가하기 위해 박근혜정부에서 진행된 기초연금 논의뿐만 아니라 한국연금의 역사적 맥락에서 기초연금이 논의된 배경까지 포함하여 다루고자 하였다. 특히 본 연구는 한국의 연금역사에서 기초연금 논의 배경 및 도입 과정을 일관되게 관통하며 연결하는 핵심 논리가 세대 간 이전의 공평성(equity of intergenerational transfer)이라고 보고, 이를 기준으로 기초연금 도입의 전(前)역사와 기초연금 도입을 평가했다. 이를 통해 기초연금 도입과정에서 주요 쟁점이 되었던 국민연금과의 연계가 세대 간 이전의 공평성과 제도의 경로의존성을 통해 설명될 수 있음을 밝혔다. 그러나 정치적 절충을 통해 도입된 현 기초연금은 세대 간 이전의 공평성 측면에서 불완전한 제도이다.;The Basic Pensions Act, which provides non-contributory pensions to aged Koreans, was established in 2014 and has been implemented since then after considerable political challenges. The controversy over the introduction of the Basic Pensions Act has been dealt with restrictively at a level of fulfillment of the presidential election pledge of the Park GeunHye Government. However, it was in 1997 when the National Pension Improvement Planning Committee was founded that the basic pension began to be earnestly discussed as one of the pension reform plans in the age-old income security system in Korea. Especially, it is difficult to evaluate the basic pension of the Park GeunHye Government to the exclusion of the introductory history of the Basic Old-Age Pension which is fairly said to be the forerunner of the basic pension. Therefore, this study dealt with the basic pension in Korea including not only the discussions on the basic pension which began to form from the Park GeunHye Government but also the background of the discussion on the basic pension from the historical context of the Korean pension. Furthermore, this study considered the logical framework, which consistently penetrates and connects the process of the basic pension discussion & introduction in the Korean pension history, to be the very equity of intergenerational transfer, on the basis of which this study evaluated the pre-history of the basic pension introduction and the introduced basic pension.

본 연구는 한국에서 세대별로 본인의 노후생활비 조달책임에 대해 어떠한 인식의 차이를 보이고 있으며, 어떠한 요인들이 인식의 차이를 달리하는데 영향을 미치고 있는가를 살펴보는데 목적이 있다. 본 연구는 2007년에 수행된 한림고령자패널 3차 조사자료를 활용하여 중장년층과 노령세대의 세대별로 노후부양의 주체로서 개인, 가족, 국가의 책임에 대해 어떠한 인식을 가지고 있는가를 검토하고 있다. 또한 다항로지스틱회귀분석을 통해서 노후부양에 대한 개인책임, 가족책임, 국가책임 선호를 결정짓는 요인을 분석하고 있다. 이를 위해 성, 연령, 지역, 교육수준 등 인구학적 특성, 가족자원, 경제적자원, 건강자원 등 가용자원의 보유정도, 그리고 부모부양책임감 및 아들선호사상 등 가치관 등의 차이에 따른 노후부양책임 주체에 대한 상이한 선호를 분석하고 있다. 연구 결과, 고령세대일수록 노후부양책임을 가족의무로 여기고, 젊은 세대일수록 노후부양책임을 개인책임으로 여기는 것으로 나타났다. 여성은 남성에 비해 노후부양책임을 개인책임이기 보다는 가족책임과 국가책임으로 생각한다. 가족자원(특히, 자녀)을 많이 가지고 있을수록 노후부양책임을 가족책임으로 생각하며, 경제적자원과 건강자원을 많이 가지고 있을수록 노후부양책임을 개인책임으로 여긴다. 또한 부모부양책임감이 강할수록 노후부양책임을 가족책임으로 생각한다. 세대별 노후부양 책임주체에 대한 상이성은 가족부양 가치관의 약화 및 가족부양 자원의 감소를 반영하여, 가족책임에서 개인책임으로의 이동을 보여준다. 반면, 국가책임에 대한 세대별 차이가 나타나지 않는 분석 결과는 성숙한 공적연금제도를 가진 선진국과 다른 한국사회의 특징적 모습을 보여준다.;This study aims to find how and why the perception of old-age support is different across generations in Korea. Using the third wave (2007) surveys on Hallym Aging Study, this study examines the extent to which middle adults and the elderly consider self, family(adult children), or state as the main body of old age support. The multinominal logistic regression reveals that the perception on old age support is different according to demographic characteristics and the availability of family, economic, and healthy resources as well as filial responsibility value. Main results show that the older generations regard the responsibility of old age support as family's obligation, while younger generations regard it as individual responsibility. Female prefer family responsibility and state responsibility to individual responsibility for old age support. The more having family resources consider the responsibility of old age support as family's obligation, while the more having economic and healthy resources consider it as individual responsibility. The stronger filial responsibility value regard the responsibility of old age support as family’s obligation. The differences in main body of old age support by generations are reflected in the decrease of family obligation value and family resources, and they show to change from family responsibility to individual responsibility. However, no difference in state responsibility by generations is unique feature in Korean society, which distinguish from developed countries having mature public pension.
