사회적 유용성 및 공익성을 지니며, 수익의 공평한 배분과 사회환원을 실천하는 사회적 일자리 또는 사회적 기업은 사회에 상당한 기대가치(또는 편익)를 갖는다. 본 연구에서는 사회적 일자리(기업)가 지니는 바람직한 가치에 대한 존재가치를 분석하였으며, 사회적 기업이 실제 경제활동에 참여함으로써 발생하는 국민경제적 파급효과를 평가하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 조건부가치측정법을 활용한 사회적 일자리 또는 사회적 기업의 개인별 기대가치(편익)는 10,782원이며, 전체 지불의사액은 3,589억원인 것으로 추정되었다. 둘째, 존재가치에 기반한 금액이 조성되어 투자가 이루어졌을 때 우리나라 경제에 미치는 파급효과를 산업연관분석을 활용한 결과, 생산유발액은 약 2,278억원, 부가가치 유발액은 약 3,255억원, 그리고 취업유발인원은 1일 기준 약 10,292명인 것으로 나타났다. 본 연구의 결과는 사회적 일자리(기업)에 대한 보다 명료한 의사결정기준에 관한 토대를 제공해 주며, 이와 관련된 정책결정에 새로운 변수를 제공할 수 있을 것으로 기대된다.;Social employment creation policy has been creating employment and training opportunities for the poor and the disabled through developing social enterprises(or social firms). The social enterprises which provide useful services to society, and practise fair distribution of profits and social restoration have the considerable expected value and benefit. The aim of this study is to estimate the value of social employment creation(or social enterprises) by applying to the contingent valuation method(CVM). Further, we analyze the propagation effects on the economy from the investment generated by the calculated value of the social enterprise using input-output analysis. The main results of the study are as follows. First, overall respondents answer that they would be willing to pay 10,782 Korean won per person for social employment creation(or social enterprises). Applying to the whole population, we have approximately 359 billion Korean won as the existence-value of the social enterprise. Second, provided that our estimates, 359 billion won, are invested in the economy, induced effect on production is around 228 billion won, induced effect on value-added is 326 billion won, and induced effect on employment is 10,292 person as daily base. The results of the study could provide more clearly information and some criteria for decision-making about social enterprises related policy.

사회적 일자리 창출사업은 실직빈곤층을 위한 일자리 제공, 사회서비스공급확대를 통한 빈곤층의 지출절감, 사회서비스 시장형성을 통한 양질의 일자리 확충과 같은 다양한 가능성을 갖는다. 이에 본 연구에서는 현재 자활사업 내에서 실시되고 있는 사회적 일자리 사업에 대한 평가와 발전방향, 사회적 일자리의 사회적 기업으로의 발전방안 및 제도화 방안을 탐색하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 사회적 일자리 창출을 통해 지원해야 할 잠재집단의 규모는 약 65만 8천명, 이중 양질의 서비스를 공급할 수 있는 잠재집단의 규모는 약 47만명에 이르는 것으로 추정되었다. 둘째, 사회적 일자리 사업체에 대한 실태조사 결과 현재 사회적 일자리 사업을 단계적으로 통합·재구성할 필요가 있으며, 시장과 경쟁관계에 있는 사업에 대해서는 지원여부를 신중히 검토할 필요가 있는 것으로 나타났다. 셋째, 향후 사회적 일자리 창출정책은 자체적인 수익창출을 통해 적정한 임금을 보장하는 것이 관건임을 시사하였다. 넷째, 사회적 기업에 관한 법제화는 사회적 일자리 창출정책의 여건을 감안해서 결정해야하며, 특히 프로그램형 사업단을 사회적 기업으로 육성하는 정책과의 균형을 감안하여야 할 것으로 나타났다. 본 연구의 결과는 종합적인 관점에서 사회적 일자리 창출정책의 기본방향을 제공해 주며, 사회적 기업 제도화 방안에 관한 시사점을 안겨 줄 것으로 기대된다.;Social employment projects can contribute to reducing poverty among the unemployed poor, curbing the costs of the poor via expanding social services, and increasing decent employment by creating a social services market. The aim of this study looks into ways to reinforce and better evaluate social employment projects and to improve social enterprises. Some of the results of this study are as follows. First, the number of those in need of support from social employment projects is estimated to be 658 thousand, among which 470 thousand are thought to be able to create high-quality services. Second, as a result of a survey conducted on social enterprises, it is found that the current social employment projects should be integrated or reorganized over time in a stepwise fashion. Also, support for those in competition with the market should be based on prudent evaluation. Third, this study makes it clear that what matters most in social employment is whether they can create benefits and therefore provide the workers with appropriate income. Fourth, legislation regarding social enterprises should be based on the scale of social employment creation policies, taking into account the need to balance such policies with program-based project units. The results of this study will be useful for charting the basic direction of social employment creation policies, providing implications for future thoughts on ways to institutionalize social enterprises.

1990년대 중반 이후 서구 각국은 시민사회의 비영리민간단체들과 협력하여 실업·빈곤문제를 해결하고, 지역사회의 삶의 질을 향상시키는 적극적 탈빈곤 정책의 일환으로 사회적 일자리를 창출하여 왔다. 나라마다 사회적 일자리의 형태와 운영방법은 다르지만, 실업·빈곤문제를 노동시장 편입정책을 통해서만이 아니라, 사회적 유용성을 가진 새로운 분야에서 일자리를 창출함으로써 풀어가려는 공통된 경향이 나타나고 있는 것이다. 그리고 이 경향은 최근 유럽연합차원에서 추진되고 있는 탈빈곤·반소외를 위한 국가실천계획(National Action Plan)을 통해 더욱 구체화되고 있다. 실제로 이 사회적 일자리들은 복지사업, 환경사업, 문화사업 분야에서 창출되고 있으며, 수익성보다는 사회적 유용성 혹은 공공성을 지향하고 있다. 그리고 이 일자리를 통해 실직빈곤계층의 탈빈곤에 실질적인 기여를 하기 위해 몇 가지 추가적인 지원체계를 갖추고 있다. 그것은 첫째, 사회적 기업 및 자활지원기업의 위상을 정하는 법적 근거를 확립하였던 것이고, 둘째는 사회적 기업의 창업에 필요한 사회연대금고를 구축하였다는 것이다. 물론 한국사회가 이 실험에서 바로 교훈을 도출하기란 어려울 것이다. 그러나 이 실험의 몇몇 결과는 한국 탈빈곤 정책의 일환으로 자활사업을 추진하는 과정에서 사회적 일자리에 어떻게 접근해야 하는지에 대해 큰 시사점을 주고 있다. 따라서 이 글은 서구의 실험이 한국사회의 탈빈곤 정책에 어떠한 시사점을 주며, 그것이 갖는 잠재력과 역효과는 무엇인지에 대해 심층적으로 살펴볼 것이다.;Since the mid-1990's, developed countries in the West, in cooperation with non-profit NGOs, have been creating social jobs in the third sector as part of their strenuous efforts to resolve the problems of unemployment and poverty and to increase the quality of life in communities across the region. Varied though types and functions of their social jobs may be, these countries share the common trend of tackling the problems of poverty and unemployment not only by drawing upon the workings of labor markets, but also by making progressive efforts to create employment in new sectors with high potential social utility. This trend is further embodied in the National Action Plan against Poverty and Social Exclusion launched recently in European Union. Social jobs in the Western countries are being created in many areas including environmental protection, cultural service, and welfare service, all pursuing social utility and public interest rather than profitability. These endeavors are underpinned by several support systems conducive to creating a climate for creating social employment (Emplois Sociaux), thereby helping the unemployed poor escape from poverty. Two among these stand out. First, these countries have solidified the legal groundwork to establish and bolster the status of social enterprises. Second, they have established the wherewithal?Ethic Bank, for instance?necessary to create social enterprises. It may of course be difficult for us to immediately identify and draw lessons for Korea from this Western experiment. Some of the results do, however, have significant implications for us as Korea continuously pushes ahead with its self-support projects geared toward creating social employment. Thus, this study aims to extract implications for Korea's national anti-poverty policy from the Western experiment and examine potentials and adverse effects thereof.
