2000년대 이후 확산되기 시작한 보육서비스에 대한 사회적 관심과 재정 지원이 서비스 품질 개선, 이용자의 만족도 제고, 궁극적으로 아동의 건강하고 건전한 발달, 부모의 일·가정 양립, 기혼여성의 고용 증대 등 실질적인 정책 효과로 이어지기 위해서는 ‘전달체계의 개선’이 필수적이다. 이에 본 논문은 현재 한국의 보육서비스 전달체계 상에 존재하는 ‘행위자’(어린이집, 학부모, 정부)들을 중심으로 보육서비스 전달 현황과 문제점을 분석하였다. 다양한 공급주체(유형)에 따라 보육서비스를 둘러싼 선호와 행동, 유인이 어떻게 상이하게 나타나는지, 다양한 보육서비스 공급방식들의 장점과 단점은 무엇인지 분석하였다. 이를 통해 궁극적으로 전반적인 보육서비스의 질을 제고하고 서비스 이용자들의 만족도를 높이기 위해 각각의 행위자들에게 필요한 정책적 유인과 규제방안을 제안하고자 하였다. 첫째, 국공립어린이집이 사회적 책임과 역할을 수행하고, 다른 민간어린이집에 대해 선도적인 역할을 수행하기 위해서는 국공립어린이집의 확충, 위탁기관 선정 과정에서의 투명성과 공정성을 확보하고 장기간 위탁으로 시설이 사유화되는 것을 방지하기 위한 규정 마련, 상시적인 지도감독과 체계적인 평가 시스템 구축 등이 필요하다. 둘째, 전체 어린이집 중 90%로 절대 다수를 차지하고 있는 영리형(민간개인, 가정)어린이집의 서비스 질을 높이기 위해서는 평가인증 의무화, 운영지원을 위한 센터 설치, 보육교사 임금수준 및 처우 개선이 필요하다. 셋째, 현재와 같이 국공립어린이집의 비중이 현저히 낮고 민간 영리형 어린이집이 압도적인 상황에서는, 부모들의 만족도가 높은 비영리형 어린이집을 활성화해서 민간 영리형 어린이집을 견제하고 국공립어린이집의 역할을 보완할 필요가 있다고 제안하였다.;Since the 2000s, the Korean government has dramatically increased childcare budget. Beginning in 2013, the Korean government started a new childcare subsidy for children aged 0-5. The government provides full childcare subsidy for those who attend childcare facilities regardless of their household income level. However, the level of parents’ satisfaction with childcare service is still low and questions remain as to what constitutes quality childcare service. This study focuses on improving the quality of childcare service through building better service delivery system in Korea. For this purpose, this study examines the current state of Korean childcare service delivery system. The analysis focuses on the behaviors and preferences of main actors in the current system and the institutional incentives embedded in their preferences and actions. Based on the analysis, this article proposes policy recommendations which include the following. Firstly, the number of national/public childcare facilities needs to be increased by 30 percent to promote fairness and transparency in the contracting out process. Secondly, it is required to make evaluation certification mandatory for the all childcare facilities, including private centers, and to improve work conditions of nursery teachers. Finally, the government has to provide financial and institutional support to the activation of the non-commercial childcare facilities including workplace centers and parents corporation centers.
