초록

본 논문은 1980~2008년 기간의 동아시아 9개 국가, 즉 대한민국·말레이시아·싱가포르·인도네시아·일본·중국·태국·필리핀·홍콩을 대상으로 여성의 고용, 출산 및 성장 간의 상호관련성을 분석하였다. 구체적으로 본 연구는 세계은행에서 제공하는 동아시아 국가 간 여성경제활동참가율, 합계출산율 및 경제성장률의 패널자료를 이용했으며, 패널 구조적 벡터자기회귀(panel SVAR) 모형을 사용해 충격반응함수와 분산분해를 추정해 변수들 간의 상호관련성을 검토했다. 패널분석 결과 자체 변수의 결정은 자체 변수의 변동에 의해 대부분 설명되고, 다른 변수의 변동이 자체 변수에 미치는 영향은 약 6~11%인 것으로 관측됐다. 이는 개별국가로 대상으로 한 시계열 분석의 경우 국가에 따라 차이는 있지만 다른 변수들의 변동이 자체 변수의 결정에 미치는 영향이 약 20~40%인 점을 감안할 때 다소 낮은 수준이다. 따라서 본 연구의 결과는 동아시아 9개 국가에서 여성의 고용, 출산 및 성장 간의 내생적 관련성은 존재하지만, 그 관련성은 크지 않다는 사실을 제시한다. 이러한 결과는 분석대상인 9개 동아시아 국가에서 전체노동력, 특히 여성노동력 대비 이주 노동력의 비중이 크지 않다는 사실과 이로 인해 이주 노동력이 고용, 출산 및 성장에 미치는 영향이 미미하다는 사실에 기인한다. 즉 본 연구결과는 유럽연합(EU) 국가들과는 달리 동아시아 국가들의 경우 아직까지 경제정책의 조정이 이루어지지 않을 뿐만 아니라 합법적으로 노동시장 간의 자유로운 이동이 보장되지 않기 때문에 나타난 결과로 추측된다.;This paper empirically examines correlations between women’s employment, fertility and growth, using panel data of 9 East Asian countries, including Korea, China, Japan, Hong Kong, Malaysia, Indonesia, Thailand, the Philippines, and Singapore over the period of 1980-2008. With the cross-country panel data available from the World Bank on female labor force participation rates, total fertility rates, and economic growth rates in East Asian countries, we analyzed correlations between women’s employment, fertility and growth by estimating impulse response functions and variance decomposition, using the panel structural VAR model with imposed long-run restrictions. The results of the empirical panel analysis show that the impact of the other two variables on the target variable is about 6-11%, which is smaller than the 20-40% range obtained from the time series analysis conducted on the variables in each individual country. The study shows that the endogenous correlations among women’s employment, fertility and growth across 9 East Asian countries exist; however, the degree is much smaller as compared to the correlations of these variables in each country. This is because immigrant workforce, especially that of women, still has a meagre presence in the region’s entire workforce, thus having a negligent impact on the women’s employment, fertility and growth in the region. Unlike EU member countries, countries in the East Asia haven't been able to coordinate their economic policies, and workforce mobility is very low due to the lack of legal instruments that promote such mobility.

본 연구는 1999~2008년 기간 우리나라 16개 광역자치단체의 불균형 패널자료를 이용해 환경오염 배출량 혹은 배출시설 수가 보건비 지출에 미친 영향을 실증적으로 분석했다. 이때 환경오염 변수는 대기오염 4개 항목, 소음 및 진동 배출시설 수 및 수질오염 3개 항목으로 나타냈으며, 보건비 지출은 ‘GRDP 대비 민간 보건비 지출 비율’과 ‘GRDP 대비 정부 보건복지 및 환경 지출 비율’의 두 가지로 구분했다. 실증분석 결과 환경오염 변수는 GRDP 대비 민간 보건비 지출 비율에 통계적으로 유의한 음(-)의 영향을 미친 것으로 추정됐으며, 소음 및 진동 배출시설 수는 GRDP 대비 민간 보건비지출 비율과 함께 정부 보건복지 및 환경 지출 비율에 대해서도 통계적으로 유의한 음의 영향을 미친 것으로 관측됐다. 또한 모든 실증분석 모형에서 GRDP 대비 민간 및 정부의 보건비 지출 비율에 대해 소득수준은 통계적으로 매우 유의한 음의 영향, 그리고 인구밀도와 노년층 인구비율은 양의 영향을 미친 것으로 나타났다. 이상의 결과는 우리나라 지역에서 GRDP 성장이 보건비 지출 증가보다 빠르게 진행됐음을 의미한다. 또한 실증분석 결과는 GRDP 대비 정부의 보건비 지출 비율이 환경적 요인보다 소득 수준이나 인구학적 요인에 의한 정치적 과정을 통해 결정됐을 가능성을 시사한다.;In this paper, we examine the impact of environmental pollution on health care expenditure in Korea using unbalanced panel data on 16 regional governments over the period 1999-2008. To denote the degree of environmental pollution, we used 4 sectors of air pollution, the number of noise and vibration generating facilities, and 3 sectors of water pollution. In addition, total health care expenditure is divided into 2 categories, such as private and public expenditures as a percentage of GRDP. It is found that the estimated coefficients of environmental pollution have statistically significant and negative impacts on the ratio of private health care expenditure to GRDP without model specifications. The number of noise and vibration generating facilities has a statistically significant and negative impact on both private and public health care expenditures. Hence, we can infer that the growth of GRDP was faster than the increment of health care expenditure in the Korean economy. Furthermore, the results suggest the possibility that public health care expenditure can be determined by the political process that can be affected by income level and demographic factors rather than environmental factors.
