초록

본 논문은 저출산의 원인을 횡적으로 규명한 기존 논문들과는 달리, 산업사회의 변화에 따라 종적으로 저출산의 원인을 규명하고자 했다. 특히 산업사회가 발전하면서 가족의 기능과 결혼이 어떻게 변화해 왔고, 탈산업사회에 왜 여성의 사회진출이 늘어나고 그것이 가족의 기능과 결혼 및 출산에 어떤 영향을 끼치고 있는지를 고찰했다. 연구결과 저출산은 첫째 가치관 측면에서 탈산업사회에서 여성들이 자신의 삶을 위해 합리적으로 선택한 결과로 나타났다. 여성들은 전산업사회에서 타율적으로 배우자와 결혼해야 했고, 임신한 아이를 운명적으로 길러야 했다. 산업사회에서는 어느 정도 자율적이었으나, 탈산업사회에서는 결혼여부, 배우자, 출산여부, 출산시기 등을 자유롭게 선택할 수 있다. 둘째 제도적 측면에서 결혼과 출산을 가로막는 가부장제가 있다. 제도와 의식 속에서 뿌리 깊은 성별분업은 여성들에게 결혼연기, 출산축소를 선택하게 하는 요인이 된다. 마지막으로 경제적 측면에서 출산과 양육을 둘러싼 불평등이 있다. 탈산업사회에서 아이를 많이 낳아 길러도 사회적 보상체계가 없다. 게다가 기업은 인적자원을 이용하더라도 그 생산자에게 보상하지 않는다. 이에 따라 여성들이 결혼과 출산을 선택할 수 있도록 유도하는 제도를 마련하는 것과 저출산 문제에 정부 뿐만아니라, 기업이 적극적으로 나서야함을 제언했다.;Unlike the previous cross-sectional studies, this study takes a longitudinal approach to examining the causes of low fertility over the development of the industrial society. In particular, the study looked into how marriage and the functions of family have changed along with the development of the industrial society, why women’s participation in social and economic activities is on the rise in the post-industrial society, and what kind of impact this increase has on the functions of family, marriage, and birth rates. It turned out that low fertility in the post-industrial society is the result of women's rational choice. In the pre-industrial society, most women had no choice but to marry, give birth to and raise children. Women gained more freedom in decision-making in the industrial society, which has expanded much larger to the extent that they can now freely choose whether and whom to marry, whether, when, and how many babies to have. In addition, there is an institutional barrier that forces women to postpone their marriage. The division of labor by sex deeply rooted in the thoughts and institutions of the Korean society are causing women to marry at a later age and to have less children than they want. Also, there is an issue of economic inequity. In the post-industrial society, there is no social reward for having more babies. Businesses do not reward those who produce the workforce they heavily rely on. It is suggested that an institutional foundation should be laid to induce women to opt for marriage and more babies, and businesses should proactively participate in helping raise birth rates in close cooperation with the government.

A Study on the Relationship between Fertility and Gender Equality According to Socioeconomic Development

Abstract

As fertility rates in advanced countries rebound in the 21st century, theories studying this phenomenon state that the relationship between fertility rates and gender equality has a U-shaped relationship. However, this paper suggests that the relationship between fertility rate and gender equality is closer to inversely J-shaped than U-shaped, based on research showing that factors affecting fertility rates differ depending on the stage of socioeconomic development. The subjects of this study are 34 developed countries in the post-industrial stage and 111 developing countries in the industrial stage, and correlation and regression analysis are conducted on the two groups to find variables that affect fertility rates, and then to find out the determinants of fertility rates. The study found that women’s education level exhibited a strong negative relationship with the fertility rate in the industrial stage and a weak positive relationship in the post-industrial stage. The level of gender equality was not statistically significant in the industrial stage, and there was a strong positive relationship with the fertility rate in the post-industrial stage. Consequently, it was revealed that the level of education among women in the industrial stage and the level of gender equality in the post-industrial stage were the determinants of fertility rates, and that the relationship between the level of gender equality and the fertility rate was inversely J-shaped.

21세기 선진국들의 출산율이 반등하면서 이 현상을 연구하는 이론들은 출산율과 성평등의 관계가 U자형 관계를 가진다고 서술하고 있다. 그러나 본 논문은 사회경제적 발전 단계에 따라 출산율에 영향을 미치는 요인들이 다르다는 연구 결과를 바탕으로 출산율과 성평등의 관계가 U자형보다는 역J자형에 가깝다는 점을 제시한다. 본 연구의 대상은 후기산업화 단계의 34개 선진국, 산업화 단계의 111개 개발도상국이고, 두 그룹을 대상으로 상관분석, 회귀분석을 실시하여 출산율에 영향을 미치는 변수를 구한 다음, 두 그룹에 대해 출산율의 결정요인을 찾아낸다. 연구 결과, 여성의 교육 수준이 산업화 단계에서 출산율에 강한 부적인 관계를 보이다가, 후기산업화 단계에서 출산율에 약한 정적인 관계를 보였다. 성평등 수준은 산업화 단계에서 통계적으로 유의미하지 않았으나, 후기산업화 단계에서 출산율에 강한 정적인 관계를 보였다. 또 산업화 단계에서 여성의 교육 수준이, 후기산업화단계에서 성평등 수준이 출산율의 결정요인임을 확인하였다. 이 결과를 바탕으로 출산율과 성평등 수준과의 관계가 U자형이 아닌 역J자형임을 도출하였다.
