Abstract

In the case of Korea’s National Pension, which has both funded and pay-as-you-go components, changes in the population, growth, interest rates, and income can directly or indirectly affect the reserves of the fund. I set up a population and national pension estimation model to simulate the changes in the National Pension fund according to the relative size of the population, growth, interest rate and income. As a result of the pension policy simulation, if the interest rate is higher than the income growth rate in the current National Pension scheme, the funding ratio becomes higher than the opposite case. If the income growth rate is higher than the interest rate, the contribution rate by pay as you go method will be lower than for the opposite case. As the population growth rate increases, the impact on the funding ratio gets smaller, while the contribution rate by pay as you go method is lowered. The effect of raising the contribution rate closer to the contribution rate by funded method will be more evident.

국민연금과 같이 적립방식적 요소와 부과방식적 요소를 동시에 가지고 있는 경우에는 인구・성장・이자・소득의 변화는 적립기금에 직・간접적으로 영향을 줄 수 있고, 이들 변수간의 상대적 관계가 적립기금에 주는 영향을 인지하는 것은 연금재정 정책 결정에 중요하다. 본 논문은 인구와 국민연금 추계모형을 설정하여, 인구・성장・이자・소득의 상대적 크기의 차이에 따라 국민연금 적립기금이 어떻게 변동하느냐를 실험할 수 있는 시뮬레이션을 통하여 현행 국민연금 재정방식의 정책적 함의를 찾아보았다. 연금정책 시뮬레이션 결과, 현행 국민연금 구조에서는 이자율이 소득증가율보다 높으면 그 반대의 경우보다 적립배율이 높아지고, 소득증가율이 이자율보다 높은 경우가 그 반대의 경우 보다 국민연금의 부과방식보험료율이 낮아졌다. 인구증가율이 높아지면, 부과방식보험료율을 낮추는 반면, 적립배율에 대한 영향은 미소하였다. 연금 보험료율을 균형보험료율에 가깝게 단계적으로 인상하면 적립배율이 높아지는 효과가 더욱 명확하게 나타났다.

Abstract

The fourth financial calculation of the National Pension indicates that the National Pension Fund will deplete in 2057. In the experience of advanced welfare states, the public pension system is sustainable if the pension expenditure to be paid to the elderly generation is raised by the pay as you go method, which collects the contribution from the working generation at that time. However, if the contribution burden imposed by the pay as you go method is too heavy, the working generation at that time can resist the burden of the contribution, which could threaten then institutional sustainability of the system. The limit of the institutionally sustainable contribution rate is defined as the contribution rate of pension actuarial balance. I set up a national pension financing model based on the population projection of the National Statistical Office in 2019, and verified whether the contribution rate of pay as you go exceeds the threshold set in this study. It is also aimed to find ways to maintain institutional sustainability based on the results. As a result of the national pension financing estimation simulation, it is found that under the current structure of the national pension system, the contribution rate by the pay as you go method exceeds the contribution limit line, and the incentive to join the national pension system may decrease. However, if the funds are not depleted by raising the contribution rate at the level of actuarial balance, it can be maintained at the institutional sustainable contribution level until 2100.

제4차 국민연금 재정재계산 결과, 국민연금 적립기금이 2057년에 소진되는 것으로 나타났다. 선진 복지국가의 경험으로 볼 때, 적립기금이 소진된다고 하더라도, 노년세대에게 지급해야할 연금지급액 만큼을 그 당시 근로세대에게 연금보험료를 거두어 조달하는 부과방식으로 운영되면 공적연금 제도는 지속가능하다. 그러나 부과방식으로 부과하는 보험료 부담이 너무 과중하다면 그 당시 근로세대가 보험료를 부담에 저항할 수 있고, 이렇게 되면 제도의 지속가능성이 위협받을 수 있다. 본 논문은 통계청의 2019년 신인구추계에 기초하여, 국민연금이 적립기금의 고갈로 부과방식으로 전환될 경우, 국민연금 가입자인 근로세대가 부담해야 하는 연금보험료율 (부과방식보험료율)을 산정하고, 그 보험료율이 그 당시의 근로세대가 수용가능한 수준인지 여부를 시뮬레이션기법을 통하여 분석하여, 국민연금의 제도적 지속가능성 여부를 판단하고 제도적 지속가능성을 유지하기 위한 정책대안을 모색하는데 그 목적이 있다. 국민연금 재정추계 시뮬레이션 결과, 현행 국민연금제도의 구조하에서는 적립기금이 고갈되면 적용하여야 할 부과방식보험료율이 보험료 부담 한계선을 초과하여 국민연금의 가입유인 떨어질 가능성이 존재하는 것으로 나타났다. 그러나 가능한 빨리 연금보험료율을 연금수리균형보험료율 수준으로 상향조정하여 적립기금이 유지할 수 있도록 한다면, 2100년까지 제도적으로 지속가능할 수 있는 것으로 분석되었다.

베이비붐 세대란 합계출산율이 3.0 이상인 연령대가 일정기간 연속적으로 유지된 인구 코호트를 의미한다. 현재 대부분의 연구에서는 한국의 베이비붐 세대를 1955~1963년 출생자로 규정하고 있으나, 출산율과 출생아수 급증을 함께 고려할 때, 베이비붐 세대는 한국전쟁 이후 출생한 베이비붐 세대(1955~1963년생) 뿐만 아니라 1974년까지 태어난 세대까지 포함하는 총인구의 34%(1,650만명)를 차지하는 거대 인구집단으로 정의하는 것이 인구 및 노동시장 분석에 보다 정확히 적용될 수 있다. 또한 베이비붐 세대의 은퇴가 노동시장에 충격을 주는 시점도 2010년대 혹은 2020년대라기보다는 2030년대 이후 2040년대가 될 가능성이 높다. 2010년대 혹은 2020년대에도 영향을 주지만 여성, 청년, 중고령층에 산재한 비경활인구가 부분적으로 대체 가능하기 때문이다. 그러나 2040년대의 인구위기를 극복하기 위해서는 2010년대부터 적극적인 저출산 대책을 추진해야 한다. 또한 베이비붐 세대는 낀 세대로서 희생세대라기보다는 국민연금 등 사회적 이전으로부터 최대 수혜계층일 가능성이 더 높다. 따라서 베이비붐 세대가 노동시장에 존재할 때 적극적인 재정균형 대책이 추진되어야 한다.;The baby boom generation is a population cohort with a total fertility rate of 3.0 or more lasting for a certain period of time in a sustained manner. Most studies have defined Korean baby boomers as those born between 1955 and 1963. Considering both the fertility rates and the rapidly increased number of births, however, it would be more appropriate to define them as those born after the Korean War until 1974 as this definition has a more precise application in demographic and labor market analyses. By this definition, the baby boom generation would make up a significant portion of the total population, standing at 35%(16.5 million). Also, it is more likely than not that the point of time when retiring baby boomers begin to have impact on the labor market will be the 2030s, or 2040s, rather than the 2010s, or 2020s. This is because in the 2010s or 2020s, economically non-active population among women, young adults, middle-aged or aged people can partly replace some of the retiring baby boomers. However, in order to overcome a population crisis in the 2040s, active policy measures to address low fertility rates should be implemented starting from the 2010s. Furthermore, baby boomers are more likely a generation that would benefit the most from social transfer such as the public pension than a sacrificing generation stuck in between other generations. Therefore, it is necessary to put into operation active measures to bring about fiscal balance while baby boomers are still in the labor market.

Abstract

As fiscal expenditures for long-term care insurance (LTC) increased rapidly, the current fiscal balance turned to a deficit in 2016, resulting in a deficit of 660 billion won in 2019 in Korea. The accumulated balance decreased from a maximum of 2,352.4 billion won at the end of 2015 to 709.7 billion won in 2019. As a result, the premium-to-income ratio of the insurance also tripled from 0.21% in 2008 to 0.68% in 2020. In this article, we analyze the increase in financial expenditure of LTC by factors and check fiscal sustainability through a long-term fiscal outlook. Also the degree of redistribution between generations was analyzed by looking at the change in cost burden by generation. As a result, the increase in fiscal expenditure of LTC was due to the rapid increase of the elderly population, an increase in the recognition rate, and an increase in insurance unit prices. If this trend continues, the premium rate will exceed 1% in 2024, 3% in 2042, and 6.4% in 2065. It is suggested that in order to alleviate the cost burden of future generations to an appropriate level, it is necessary to suppress the factors of increasing fiscal expenditure and to reorganized the financial method to accumulate as much reserves for the LTC. It is proposed that related laws need to be revised for accumulating LTC reserves and making public funding.

노인장기요양보험의 재정지출이 급속히 증가됨에 따라 당기재정수지는 2016년 적자로 전환된 이후 2019년 기준으로 6,601억원의 적자가 발생하였고, 누적수지는 2015년 말 최대 2조 3,524억원에서 2019년에는 7,097억원으로 감소했다. 이에 따라 동 보험의 소득대비 보험료율도 2008년 0.21%에서 2020년 0.68%로 3배 이상 인상되었다. 본 논문에서는 노인장기요양보험의 재정지출의 증가를 요인별로 분석하고, 이를 기초로 장기적인 재정전망을 함으로써 재정의 지속가능성을 점검하고, 이에 따른 세대별 비용부담의 변화 추이를 살펴보고 동 제도에 의한 세대간 재분배의 정도를 분석하고자 하였다. 분석 결과, 노인장기요양보험의 재정지출의 증가는 인구고령화에 따른 노인인구의 급속한 증가, 인정률의 상향 조정, 보험수가의 인상에 따른 것으로 분석되었다. 이러한 추세가 지속될 경우, 노인장기요양보험료율은 2024년에 1%를 넘어서고, 2036년에는 2%를, 2042년에는 3%를, 2048년에 4%를, 2055년에는 5%를 넘어서 2065년에는 6.4% 수준으로 높아져야 그 당시의 재정지출을 감당할 수 있을 것으로 전망된다. 이는 미래세대로 갈수록 비용부담이 급속히 증가됨을 의미한다. 노인장기요양보험에 대한 미래 세대의 비용부담을 적정수준으로 완화하기 위해서는 재정지출의 증가요인을 가능한 억제하고, 노인장기요양보험의 적립금을 가능한 많이 쌓아갈 수 있도록 재정방식을 개편하고, 노인장기요양보험의 적립금 누적과 공공기금화를 위한 관련 법령의 개정이 필요함을 제안하고 있다.
