초록

우리사회는 급속한 산업화·도시화를 거치면서 핵가족화가 이루어졌으며 최근에는 고령화로 인해 노인인구 및 노인단독가구의 수가 크게 증가하고 있다. 또한 저출산과 함께 미혼과 만혼이 사회적 문제로 대두되면서 혈연공통체 중심의 전통적 가치체계가 와해되고 있다. 그런 가운데 여전히 관혼상제의 전통을 유지하면서 복잡한 절차상의 어려움과 함께 높은 경제적 부담을 겪고 있다. 최근에는 복잡한 장례절차를 대행해주는 상조시장이 급속하게 확대되고 있지만 장례절차에 소요되는 비용은 여전히 큰 부담으로 남아있다. 특히 저소득층의 경우 경제적 부담이 매우 높기 때문에 국민기초생활보장제도에서는 차상위계층까지 75만원의 장례비를 지원하고 있다. 본 연구는 한국고용정보원이 제공하는 고령화연구패널(KLoSA)을 이용하여 국민기초생활수급자의 장례방법과 평균 장례비수준을 통해 이들의 장례형태를 살펴본다. 또한 장례비 결정요인과 장례방법결정요인을 통해 국민기초생활수급이 장례비와 장례방법에 미치는 효과를 살펴본다. 본 연구의 결론으로 75만원의 장제급여로는 현실적으로 ?건전가정의례준칙?에 따른 평균적 수준의 장례절차를 치루기에 도 턱없이 부족한 금액이며 이는 국민기초생활수급자는 망자를 보내는 완충역할을 적절히 기능하지 못하며 장례이후 경제적 부담을 고스란히 남아있는 사람들에게 전가하게 된다. 따라서 저소득층의 장례비부담을 덜어줄 수 있는 중앙정부, 지방자치단체 그리고 민간단체의 협력이 필요하고 이를 체계적으로 역할을 분담할 수 있도록 정책적 방안을 제시한다.;Funeral service gives economic burden as well as procedural complexity to survivors. Especially in the case of elderly people living alone or homeless, survivor in low-income class doesn’t re-claim his or her family corpse for economic burden of funeral cost. Therefore National Basic Livelihood Security System (NBLSS) grants to eligible low-income class funeral benefit with a cash or in-kind grants. This study assesses the sufficient of funeral benefit in NBLSS and the determinants of the cost of funeral and method of bury a corps with Korean Longitudinal Study of Ageing(KLoSA). According to the data, the average funeral costs for beneficiaries is 6.3 million won and the proportion of use of the ossuary, as a way of burial, is the highest. The result of this study is that the funeral benefit in NBLSS, W750,000 is very insufficient to clean and shroud the deceased and bury a corps at the average level of. And it may fail to function properly the role of the survivor’s psychological buffer to send the dead. And deputy chief mourner service is required because chief mourner is not in the case of elderly people living alone or homeless. Therefore, government, local governments, and private organizations like religious groups should gather forces with everyone to end up with a dignity as human beings in the final stage of life.
