경주지진이 태아의 출생 결과에 미치는 영향
Consequences of In Utero Exposure to the Gyeongju Earthquake

Abstract

Recent increase in the frequency of earthquakes in Korean Peninsula is causing concerns that Korea is no longer immune to earthquakes. This study examines how the Gyeongju earthquake, the largest in Korea thus far, has affected childbirth. Results show that the weight of newborns born to mothers in managerial or professional roles who experienced the earthquake in early stages of pregnancy were 110.5 grams lighter than those born to mothers who did not. For stay-at-home mothers, the weight difference was 68 grams. For women in the late stages of pregnancy, stay-at-home mothers who experienced the Gyeongju earthquake suffered from 2.2 percent higher chances of giving birth to underweight newborns than mothers who had not experienced the earthquake. The percentage climbed to 8.6 percent for mothers with service jobs. As the results suggest that earthquakes impact childbirth disproportionately depending on pregnancy cycles, the mother’s occupation and/or education, continued interest should be given to monitoring systems appropriate for mothers of different attributes following natural disasters.

최근 한반도 내 지진 발생 빈도의 증가와 더불어 더 이상 한반도가 지진 안전지대가 아니라는 국민들의 경각심이 높아지고 있다. 이에 따라 본 연구에서는 경주지진이 태아의 출생 결과에 미치는 영향을 통계청의 인구동향조사를 활용하여 임산부의 임신주기, 교육수준, 직업군에 따라 이중차분법을 통해 살펴보았다. 분석 결과 임신 초기 경주지진을 경험한 관리직 및 전문직 산모에게 태어난 출생아의 몸무게는 그렇지 않은 경우에 비해 110.5g 유의하게 낮았던 반면, 가사노동 직업군의 경우 68g 유의하게 높은 것으로 나타나 상반된 모습을 보였다. 임신 후기의 경우 고졸 이하의 산모 비중이 가장 높았던 학생, 가사, 무직의 직업군이 경주지진을 경험한 경우 그렇지 않은 경우에 비하여 저체중아 출생확률이 2.2% 높아졌으며, 그다음으로 비율이 높았던 직업군인 서비스직에 근무하는 여성의 경우에는 지진을 경험한 임산부가 그렇지 않은 임산부에 비하여 저체중아 출생확률이 8.6% 높아지는 것으로 나타났다. 이처럼 지진의 영향은 임신주수 및 산모의 직업군, 교육수준에 따라 상반된 모습을 보이는 만큼 재난 발생 이후 산모 특성에 따른 적절한 관리 체계에 대한 관심이 필요할 것으로 보인다.

본 연구는 국민기초생활보호대상자와 차상위층을 포괄하는 저소득 모자가구의 주거실태 및 주거복지욕구에 대한 객관적 분석과 비교를 통해 저소득 모자가구의 특성에 부합하는 주거안정을 위한 정책제안의 기초자료를 마련하는 데 그 목적이 있다. 분석결과, 첫째, 인구사회학적 특성상 모자가구 가구주는 일반 저소득 가구주에 비해 연령은 낮고, 학력은 높은 수준을 보이고 있었고, 경제활동참가율은 높았으며, 고용상태에 있어서는 상시직과 일용직 고용 모두 상대적으로 높았고, 직종은 단순노무직과 서비스 및 판매직의 비율이 높게 나타났다. 둘째, 모자가 구의 주거실태를 살펴본 결과, 일반 저소득가구보다 월평균소득이 높음에도 불구하고, 최저주거기준에 미달하는 가구비율 및 주거비 지불능력 미달 가구비율이 상대적으로 높았고, 주택의 점유형태도 낮은 자가비율과 높은 보증부 월세비율을 나타내어 주거의 안정성이 낮음을 알 수 있었다. 셋째, 모자가구의 가계지출실태를 살펴본 결과 지출비목 중 주거비의 비중은 식비 다음 순으로 나타나 주거비에 대한 가계부담이 높음을 알 수 있었고, 정부의 주거비 지원 및 주거관련 복지프로그램에 대해 높은 욕구를 보이고 있었다. 이상의 분석결과를 통해보면 저소득 모자가구는 저소득 일반가구에 비해 상대적으로 높은 소득수준과 경제활동참여율을 보이고 있는 반면, 경제활동의 불안정 요인은 높으며, 주거실태에서 잦은 주거지 변동과 주거비 지불부담 등 주거 불안정성이 높게 나타나는 특징을 지니고 있다. 이는 저소득 모자가구 가구주의 사회적 약자인 여성층이라는 점과 자녀양육부담을 겪고 있는 모자가구의 특성을 반영한 주거지원이 필요함을 시사한다. 주거안정과 최저의 주거기준을 갖추지 못한 사람들에 대한 지원은 주거복지정책의 목표이며, 특히 저소득 모자가구의 경우 주거안정은 자립방안의 하나로 우선시된다. 따라서 자녀양육공간 및 환경 고려, 영구임대아파트 우선 입주 지속, 전세자금의 저이자 대출확대, 주거급여의 개선지급 등 저소득 모자가정의 주거실태와 주거복지욕구를 고려한 차별화된 주거복지정책방안들이 모색되어야 할 것이다.;The objective of this study is to formulate housing policy options for low-income, single mother families by analyzing the current housing conditions and needs of Basic Living Standard Security beneficiaries and near-poor groups. The findings of the study are as follows. First, the heads of single-mother families were found to be younger, more educated, has better health conditions, and more highly employed (both on a regular basis and on a temporary basis) than their low-income counterparts as a whole. Most of them were sales clerks, service workers, or manual workers. Second, even with higher income, their housing conditions were poorer. They were also found to be less capable for paying housing expenses. Third, most single-mother household heads were found to be in need of housing support. In sum, Korea's housing welfare policy should be focused more on single-mother households. To this end, detailed housing welfare plans should be formulated to help them have access to loan programs, permanent rental apartments and housing benefits.
