최근 들어 많은 국가에서 금연 정책의 일환으로 담배 포장지에 그림이나 사진을 이용한 건강 경고를 사용함으로써 보다 생생하게 흡연의 피해를 소비자에게 알리려고 하는데 중점을 두고 있다. 우리나라에서도 담배갑 포장지에 그림을 넣는 방안을 고려 중에 있으며, 이는 높은 수준에 있는 우리나라의 흡연율을 감소시킬 효과적인 기제로 작용하리라 판단된다. 담배갑 경고 문구가 효과를 다하기 위해서는 흡연자들에게 보다 효과적으로 어필하는 방식으로 담배갑 경고 문구를 디자인해야 한다. 본고에서는 마케팅 분야에서 광범위하게 사용하는 방법인 컨조인트 방법을 사용하여 담배갑 경고 문구 및 포장과 라벨을 어떻게 개선하면 흡연자들로 하여금 앞으로 담배를 피우지 말아야겠다는 생각을 가장 많이 들게 하고, 흡연이 건강에 해롭다는 점을 가장 분명히 전달해 주는지 파악하였다. 연구 결과, 금연 의도를 강화시키고 건강 위해성 정보를 전달하는데 가장 영향을 미치는 요인은 건강 경고이며 라벨과 상표의 특성은 그 다음으로 중요한 요인이라는 사실이 지적되었다. 건강 경고 요소 중에서도 그림과 위협도, 경고 문구 내용, 경고 문구 박스의 크기, 글자 크기 순서로 효과적인 것으로 나타나, 메시지 내용과 관련된 사항이 메시지 형식보다 중요한 요소라는 사실이 밝혀졌다. 이러한 사실은 향후 담배갑 건강 경고의 효과성을 극대화하기 위해서는 새로운 건강 경고 내용을 개발하고 건강 경고에 그림을 사용하는 등 건강 경고 메시지 내용을 강화하는데 주력해야 한다는 것을 지적하고 있다. 정부가 경고 문구 요소를 강화 시키거나 담배 성분 개수 및 함유량 표기에 대한 엄격한 규제를 가하는 경우, 담배 포장 및 라벨 규제는 국내 흡연율을 효과적으로 감소시키는 정책 기제로 작용할 것으로 판단된다.;Recently many countries introduce graphical warning label on cigarette package as a method of anti-smoking policy. The purpose of graphical warning label is to inform smokers hazard of smoking with vivid visual image. Korean government has considered to use graphical warning label. The graphical warning label is expected to decrease Korean smoking rate which is high comparing to other countries. The cigarette warning label should be designed to appeal smokers in order to be effective policy methods. This study examines how to improve cigarette warning label and packaging to influence smokers to quit and inform them the hazard of smoking. For the empirical analysis this study uses conjoint analysis. The results of this study shows that characteristics of warning label are the most important factors. The characteristics of packaging and labeling are the next important factors. Among the features of the warning label, pictorical warning label and message of the warning are more effective than size of the warning label. It implies that the contents of the warning label are more important than the form of the warning label. It is necessary to strengthen the contents of the warning label by developing warning messages and using pictures. As the government improves the warning label and regulates the contents of the emission of cigarettes, the regulation of packaging and labeling would be effective policy method to decrease smoking rate.
본 고에서는 아동 양육 지출 추계 방식을 이론적으로 검토하고 미국과 호주의 사례를 통해 아동 양육 지출 비용을 정부가 어떠한 목적하에 무슨 방식을 이용하여 추계하고 있는가 검토하였다. 이러한 내용을 기초로 국내 아동 양육 지출 비용 추계의 정책적 활용에 대한 필요성과 그에 대한 시사점을 모색하였다. 미국과 호주는 아동 양육 비용 지출 추계 방식에 한계점이 있다는 것을 인식하고 이러한 추계 방식의 단점을 극복하기 위하여 기본적인 추계 모형에서 변형된 추계 모형을 사용하고 있다. 우리나라에서도 정부가 합리적인 근거하에 보다 현실적인 아동 양육 지원액수를 산정하기 위해서 양육 비용을 추계하여 그에 근거한 지원액수를 산정하는 것이 필요하다. 아동 양육 지출 추계 결과는 정부가 아동 양육 지원액수를 산정함에 있어서 인구 계층별로 어떠한 차등을 두어야 할 것인가에 대한 기초 자료를 제공할 수 있을 것이다. 추계치에 근거하여 지원액수를 산정한다면 정책에 대한 국민들의 신뢰도가 향상 할 것이며 양육비 지출 추계치는 국민들에게 자녀 출산 결정에 유용한 정보로 활용될 것으로 판단된다.;This study reviews childcare cost estimation methods, their purposes and examples of the estimation for the United States and Australia. Based on it this study suggests the necessity of estimation of childcare cost and its policy implication. The policy makers of the United States and Australia understand limitations of the estimation method and use applied methods. Especially Australia uses several methods and reports the range of the minimum cost and maximum cost. The estimates of childcare cost in the United States and Australia show useful information. In those countries the childcare cost increases when children grow up. Families spend more when they have more children. Although high income family spend more on children than low income family, the percentage of spending on childcare is higher for low income families than high income families. These findings would be similar to Korea. It suggests that Korean government needs to support dependent children older than 5 years old which is the age currently Korean government supports. It is necessary to prepare special support for family which have more children than others. In addition to that it is important to reduce burdens of childcare for low income families. For Korea it is important to estimate childcare cost to suggest the realistic amounts of child allowance. The estimates of childcare cost would be utilized when government differentiates child allowance by social status. When the childcare allowance based on its estimates its reliability would be improved. Also, the estimates would be useful information for the people who is considering child birth and rearing.
