Abstract

The South Korean government has actively implemented the policies of marketization to facilitate the participation of for-profit service providers in the social service sector, which aimed to expand the universal coverage of social services. In particular, the government adopts active policy of marketization of community social services by introducing the registration system which allows the new service providers to enter the service markets if only they meet a certain set of requirements since August 2012. The aim of the study is to examine how the local authorities have evaluated the results of the introduction of the registration system in community social service investment. To achieve the aim, we adopted qualitative contents analysis method by examining ‘the local authorities’ plan of community social service investment in 2016’. The study found that most of local authorities reported the negative results of the registration system and it has deepen the challenges as a result of marketization of services. The administrative burden of local authorities has been increased since the new service providers do not have basic understanding of social services. In addition, although the small for-profit sector has become the majority of service providers, the number of poor service providers has increased. The dual markets of over- and under- competition of service providers have been formed as a result of the supply gap between the urban and rural areas, and therefore the issues of equity of service use have been getting worse. In particular, the expenditures of small service providers have been very low as a result of over-competition among providers, and the structural problems of market have been prevalent such as market failure, unstable employment, and the degradation of quality of services.

정부는 사회서비스의 공급주체를 확대하기 위해 시장화 정책을 채택해서 민간 영리사업자의 시장 진입을 추진했다. 특히, 지역사회서비스 투자사업은 2012년 8월부터 등록제를 실시해서 신규 제공기관이 일정한 요건만 충족하면 설립을 허용하는 적극적인 시장화 정책을 실시하고 있다. 본 연구의 목적은 17개 시・도의 지방정부가 등록제 실시로 발생하는 결과에 대해 어떻게 평가하는 지를 분석하는데 있다. 이를 위해 ‘2016년 지역자율형 사회서비스 투자사업의 시도별 시행계획’ 보고서를 중심으로 질적 내용분석을 실시했다. 본 연구결과에 따르면, 대부분의 지방정부는 등록제에 대해 부정적인 입장을 밝혔고, 시장화에서 비롯된 각종 문제가 등록제로 인해 더욱 심화되는 것으로 분석됐다. 사회서비스의 기본적인 이해가 없는 다수 영리기관의 등록이 늘면서 일선 지자체의 행정 부담이 커지고 있다. 영세한 영리기관이 주요한 공급주체로 증가하면서 추가확보시설 같은 부실한 제공기관이 많아졌다. 이와 함께, 도시와 농어촌 지역 간의 공급격차가 확대되면서 과잉경쟁과 과소경쟁의 ‘이중시장’ 구조가 형성되고 서비스 이용의 형평성 문제가 심화되고 있다. 특히 과잉경쟁으로 인한 제공기관의 적은 매출 불법행위의 만연, 고용 불안정 심화, 품질 저하 등의 구조적인 문제가 발생하는 것으로 분석됐다.
