This study examines first marriage and childbirth (from first child to third child) in Korean and Japanese women in a life-cycle perspective. Findings from this study indicated that first marriage was negatively related to birth-cohort, educational attainment and living area (rural/urban area) until the age of 15. Women who lived in urban areas were less likely to get married and to give birth to first, second, and third children. The higher a woman’s age at first marriage, the less she gives birth to first, second, and third children. Regarding economic activities, having a job delays a second childbirth in Japanese women, whereas it delays first marriage and first and second childbirths in Korean women. These results could be explained by differences in the labor market of the two countries. Moreover, Korean people have son-preference, whereas Japanese people do not and show a tendency to have equal numbers of sons and daughters.

This study aims to examine how newly married couple's assets influence the timing of childbirth since delaying childbirth is one of the reasons of low fertility in Korea. In particular, we closely examine the period between marriage and childbirth for the households married since 2000. As a measure of assets, we focus on housing assets at the beginning of marriage because housing assets can be considered as one of the most important factors for newly married couples. We used data from the Korea Labor and Income Panel Study (KLIPS) and analyzed the timing of childbirth using the Survival analysis. Key findings are as follows. First, newly married couples who a home are likely to have a child earlier than those who do not. Second, in general, the value of housing assets is positively related to the likelihood of having a child early in marriage. Last, covariates such as age and income are found to be associated with the likelihood of child birth. The findings of this study suggest that housing and housing assets are influential factors for childbirth and that housing policy for newly married couples should be enhanced to increase childbirth.

Using 16 regional panel data in Korea over the period of 2009-2013, this paper empirically examines the impact of housing price (measured by owner housing price and rental housing price) on the level (i.e., total fertility rate: TFR) and timing (i.e., women’s mean age at first birth: AFB) of fertility. The empirical results show that housing price has negative and statistically significant impacts on TFR, regardless of the selections of model and methodology. This implies that people tend to postpone or forgo marriage and/or birth as the housing prices increase. In addition, we found that housing price has a statistically significant positive impact on AFB. However, the estimated coefficients of housing price, when considering the endogeneity, provide little evidence on AFB, meaning that data on AFB are plausible to the path dependent. Therefore, empirical results suggest that a higher housing price can be an important factor for fertility decline and postponement of having children. This suggests that the housing policy targeted for the young may affect the fertility rate as well.

The aim of this study is for suggesting the support policy for prematurity in Republic of Korea using comparative analysis among some OECD countries. Although the Ministry of Health and Welfare has been expanding the scope of pre-term birth support system for pre-term birth since 2000, it is still insufficient in a broader context. Premature support policies in developed countries can be categorized by establishment of healthcare infrastructure and family support on medical, economical and others. From the governance perspective, it is needed to: increase national budget; establish national long-term strategy; provide prevention program during before and during pregnancy; increase R&D investment; produce basic statistics; establish evidence based policy; establish prenatal administration; and provide subsidy for the installation equipment in NICU and professional capacity building programs. Several ways can be considered for reducing the burden on families with pre-term children, such as development of guideline for pre-term birth care, encouragement of family participation, and long-term plan for premature babies as medical aspects, supporting the medical cost at NICU, subsidy for RSV vaccination, and supporting medical and rehabilitation cost after discharge from hospital as economical aspects. Lastly, prolonging the maternity leave or providing special leave for premature parents, aiding for child care, and psychological and emotional support can be also possible as prematurity support policy.
