Abstract

초록

이 연구의 목적은 LIS 데이터와 한국복지패널(2005)을 이용하여 한국 여성가구주의 빈곤을 비교국가적 관점에서 분석하는 것이다. 이를 위해 먼저 남녀 빈곤율 격차와 빈곤층내 여성비율을 지표로 사용하여 한국 여성가구주의 빈곤의 심각성을 밝히고자 했다. 둘째, 여성가구주 중 특히 빈곤에 취약한 두 집단인 여성노인과 모자가구(single mother) 집단의 빈곤율을 국제적으로 비교하고 이를 통해 드러나는 우리나라 여성빈곤의 특징을 분석하였다. 연구결과, 첫째, 한국 여성가구주의 빈곤은 절대적인 빈곤규모나 남녀 상대적 차이에 있어서 다른 나라들과 비교할 수 없을 정도로 심각한 수준에 있다. 여성가구주의 40%가 빈곤한 경우는 한국 사회밖에 없으며, 남녀 빈곤율 차이가 20%p이상인 국가 역시 한국밖에 없다. 여성가구주의 빈곤에 대한 적극적인 정책적 노력이 다시 한번 강조될 필요가 있다. 둘째, 퍼스(Pearce)적 의미의 “빈곤의 여성화”, 즉 빈곤층 내 여성가구주 비율(중위소득 50% 상대빈곤선 적용)의 측면에서 보았을 때 한국의 빈곤은 “아직” 여성화되지 않았다. 그럼에도 불구하고 여성가구주의 인구학적 비중이 낮다는 점을 고려했을 때(18%) 한국 사회에서도 여성은 빈곤층에 과잉대표(over-representation)되고 있다(40%). 셋째, 여성가구주의 빈곤을 하위집단으로 나누어 살펴보았을 때 한국의 경우, 모자가구보다 여성노인의 빈곤이 심각한 상태임을 알 수 있었다. 여성노인의 빈곤율이 높은 국가는 사민주의 국가와 가족주의적 특징을 띤 한국, 대만과 같은 나라이다. 반면, 자유주의 국가들과 조합주의 국가들에서는 모자가구의 빈곤위험이 더 크게 나타난다. 이와 같은 구분은 사민주의, 자유주의, 조합주의, 가족주의의 네가지 복지레짐 분류와 일치한다. 여성빈곤과 관련하여 레짐 차이가 발생하는 원인에 대해 복지정치와 젠더정치의 측면을 고려한 후속연구가 필요하다.;The purpose of this study is to analyse the poverty of female-headed householders(FHH) in Korea from the comparative perspective, using LIS micro data and KoWePS. In terms of the size and gender ratio of poverty, the situation of Korean FHHs is the worst. The poverty rate of Korean FHH is more than 40% and the gender poverty gap is about 20% point. Secondly, the proportion of FHH under the relative poverty line(50% of median income) is lower than that of male householders, and therefore poverty is not yet feminized in the poor population in Korea. However, FHH are over-represented in the poor (40%) compared to their relatively small population size(18%). Thirdly, in Korea elderly women are more likely to be poor than single mothers. From the comparative analysis, we found that the poverty risk of elderly women is higher not only in familiaristic countries like Korea and Taiwan but in the social democratic countries. The difference between the two are that poverty rate of the latter is very low in general. In contrast, the poverty of single mother is worse in liberal and corporatist countries. Based on these heuristic findings, this study suggests that differences in poverty profiles of women householders among the regimes should be explained in detail.
