Abstract

Despite the importance of employment of people with mental disabilities for their economic and social independence in their lives, the social conditions for employment activities have not been sufficiently established due to social exclusion for disability. The purpose of this study is to explore the longitudinal factors on their employment and wages of mentally disabled people from the perspective of social exclusion. For this purpose, panel Tobit analysis was used to analyze the Korea Panel Survey of Employment for the Disabled data from 3rd to 8th Waves (2010-2015). The results are as follows: First, the possibility of employment and the level of wages in males were significantly higher than in females. Second, the less severe the degree of disability, the higher the possibility of employment and the wage level during employment. Third, as the social exclusion factors, the longitudinal effect of basic security income, license qualification, health status, and social participation were statistically significantly associated with their employment possibility and wage level. Based on these results, the policy implications for reducing social exclusion for persons with mental disabilities were discussed.

직업은 정신적 장애인의 경제적 및 사회적 독립생활을 가능케 하는 중요한 요소이나 정신적 장애인에 대한 사회적 배제로 인해 직업활동을 할 수 있는 사회적 여건이 충분히 조성되지 못해 왔다. 본 연구는 정신적 장애인의 취업 여부와 임금에 종단적으로 영향을 주는 요인을 사회적 배제의 관점에서 탐색하고자 하였다. 이를 위해 2010년(3차)에서 2015년(8차)까지의 한국 장애인고용패널조사 데이터를 패널 토빗 분석하였다. 연구 결과, 첫째, 성별이 남자일 때 여자보다 취업 가능성 및 임금이 유의미하게 높은 것으로 나타났다. 둘째, 장애 정도가 심하지 않을수록 취업 가능성과 취업 시 임금수준이 높은 것으로 나타났다. 셋째, 사회적 배제 특성 중 기초보장수급 여부, 자격증 소지 여부, 건강상태, 사회참여수준이 종단적으로 취업확률과 임금에 영향을 주는 것으로 나타났다. 본 연구결과를 근거로 정신적 장애인의 취업과 임금에 대한 사회적 배제를 낮추는 정책적 함의에 대해 논의하였다.

경제적 불평등과 상대적 박탈의 심화가 개인의 정신건강에 미치는 부정적 영향이 심각함에도, 기존의 빈곤과 정신건강 간의 관계에 대한 연구는 주로 사회경제적 지위(SES)만을 빈곤의 지표로 삼아 진행되어 왔다. 본 연구는 보다 포괄적인 빈곤 개념인 사회경제적 박탈이 우울에 미치는 영향을 살펴보고, 이에 대한 연령의 조절효과를 검증하는 것을 목적으로 한다. 이를 위해 한국복지패널 9차년도(2014년)에서 전국 20세 이상 성인 총 13,005명의 자료를 활용하였다. 사회경제적 박탈은 한국복지패널 문항 중 식생활, 주거, 교육, 사회보장, 직업 및 경제상태, 사회적 요건, 건강 및 의료 등 7가지 영역에 대한 22개 문항을 선별한 후 각각에 대한 박탈여부를 측정?합산하여 지수화하였고, 우울은 CESD-11 척도를 사용하였으며 연령은 연속변수로 처리하였다. 사회경제적 박탈과 우울의 관계 및 연령의 조절효과를 검증하기 위해 중다선형회귀분석을 사용하였다. 분석결과, 사회경제적 박탈과 우울 간 정적으로 유의미한 관계가 발견되었고, 이 관계에 대한 연령의 조절효과 역시 정적으로 유의미하게 나타나, 연령이 높을수록 사회경제적 박탈이 우울에 미치는 영향이 증가되는 것으로 파악되었다. 이러한 연구 결과를 바탕으로 사회경제적 박탈을 완화할 수 있는 다차원적인 빈곤 정책의 수립과 함께, 사회경제적 박탈이 우울에 미치는 영향에 있어서 연령 변화를 고려한 정책적 및 실천적 개입이 필요함을 제언하였다.;Despite the serious negative effect of deepened economic inequality and relative deprivation on individuals’ mental health, most of the previous studies on poverty and mental health have used socioeconomic status as an indicator of poverty. The purpose of this study is to examine the effect of socioeconomic deprivation, more comprehensive concept of poverty, on depression, and to analyze the moderating effect of age. For this purpose, we used data of 13,005 individuals aged over 20 from the Korean Welfare Panel 9th Wave (2014). Socioeconomic deprivation was indexed by measuring and adding up 22 items regarding 7 areas of nutrition, housing, education, social security, employment and economic status, social requirements, and health and medical care among the KWP questionnaire items; depression was measured by CESD-11, and age was used as a continuous variable. Multiple linear regression analysis was used to examine the relationship between socioeconomic deprivation and depression, and the moderating effect of age. Analysis results show that, there is a significant positive relationship between socioeconomic deprivation and depressive mood, and a statistically significant moderating effect of age between two variables, that is, the effect of socioeconomic deprivation on depressive mood is increasing as the age increases. Based on these findings, it is suggested that policy and practice intervention should be planned considering the age factor, along with developing comprehensive poverty policies to alleviate socioeconomic deprivation.
