본 연구는 취업장애인의 취업형태와 근로소득에 영향을 미치는 요인을 파악하고자 한국보건사회연구원이 실시한 「2000년 장애인실태조사」의 자료를 이용하여 로짓분석과 다중회귀분석을 사용하였다. 분석결과, 장애인의 취업형태에 영향을 미친 요인에는 연령, 가구주여부, 일상생활 도움필요정도, 결혼상태, 장애의 원인, 장애유형, 생활보호대상여부 등인 것으로 나타났다. 그 중에서 기혼자가 미혼이나 이혼·사별보다 자영업에 종사할 가능성이 높게 나타나서 자영업은 배우자의 도움이 중요한 역할을 한다는 것을 알 수 있다. 또, 장애의 원인에서는 산업재해인 경우 비산업재해보다 임금노동에 종사할 가능성이 높았다. 따라서 산업재해로 인한 장애인은 재활을 통해 원래의 직장으로 복귀하는 경향이 있다는 것을 알 수 있다. 한편, 장애유형에서는 신체장애가 내부장애보다 자영업에 종사할 가능성이 높았는데 이는 현재 자영업의 주 직종이 농어업이기 때문에 내부장애인으로서는 체력적으로 자영업에 종사하기 어렵기 때문으로 판단된다. 장애인의 근로소득에 영향을 미친 요인은 연령, 성별, 가구주 여부, 교육연한, 결혼상태(이혼·사별), 일상생활 도움정도, 외부불편정도, 장애기간, 직업 등이었는데, 특히 주목할 요인은 교육과 직업이다. 교육은 취업형태에는 영향을 미치지 않았지만 근로소득에는 영향을 미치는 것으로 나타나서, 장애인도 교육을 받는 것이 경제적 자립에 중요한 영향을 미치는 것을 알 수 있다. 또, 직업에서는 사무직이 모든 다른 직업에 비해 높은 근로소득을 올리는 것으로 나타나서 앞으로 사무직의 직업훈련과 직종개발이 중요함을 보여주었다.;This study aims to identify factors affecting the types of employment and earnings of disabled workers by using regression and logit analyses based on 2000 National Survey of Disabled Population conducted by the Korea Institute for Health and Social Affairs. The result of these analyses showed that age, status in a household, level of help needed for daily activities, cause of disability, type of disability, and status in the Livelihood Protection System were statistically significant factors affecting the types of employment of disabled workers. Variables that affected the earnings of disabled workers were age, gender, status in a household, educational attainment, marital status, level of help needed for daily activities, level of discomfort in outside activities, period of disability, and occupation. Married disabled workers were found to be more likely to engage in selfemployment than their unmarried, separated, or divorced counterparts do, signifying the importance of the role of spouse in self-employment activities. In the case of the cause of disability, industrially disabled workers were more likely to engage in wage employment than those having a non-industrial disability do, indicating that the former group has a higher tendency to return to their former posts through rehabilitation programs. Meanwhile, workers having a physical disability were found to have a higher tendency to engage in self-employment compared to those with internal disabilities. This may be because large part of current self-employment jobs involves agriculture and fishery activities that require a high degree of physical endurance that most people with internal disabilities lack. One of the most interesting findings in this study is that educational attainment affected (positively) on the earnings of disabled workers, but not on their types of employment. Thus, educational attainment is regarded as an important factor for disabled workers to lead an independent life. On the other hand, occupation was found to be a very significant factor on the earnings of disabled workers. In addition, disabled workers in white-collar jobs were paid much higher in comparison with other disabled workers, emphasizing the need for additional development of, and training for, white-collar jobs.

1990년대 중반 이후 서구 각국은 시민사회의 비영리민간단체들과 협력하여 실업·빈곤문제를 해결하고, 지역사회의 삶의 질을 향상시키는 적극적 탈빈곤 정책의 일환으로 사회적 일자리를 창출하여 왔다. 나라마다 사회적 일자리의 형태와 운영방법은 다르지만, 실업·빈곤문제를 노동시장 편입정책을 통해서만이 아니라, 사회적 유용성을 가진 새로운 분야에서 일자리를 창출함으로써 풀어가려는 공통된 경향이 나타나고 있는 것이다. 그리고 이 경향은 최근 유럽연합차원에서 추진되고 있는 탈빈곤·반소외를 위한 국가실천계획(National Action Plan)을 통해 더욱 구체화되고 있다. 실제로 이 사회적 일자리들은 복지사업, 환경사업, 문화사업 분야에서 창출되고 있으며, 수익성보다는 사회적 유용성 혹은 공공성을 지향하고 있다. 그리고 이 일자리를 통해 실직빈곤계층의 탈빈곤에 실질적인 기여를 하기 위해 몇 가지 추가적인 지원체계를 갖추고 있다. 그것은 첫째, 사회적 기업 및 자활지원기업의 위상을 정하는 법적 근거를 확립하였던 것이고, 둘째는 사회적 기업의 창업에 필요한 사회연대금고를 구축하였다는 것이다. 물론 한국사회가 이 실험에서 바로 교훈을 도출하기란 어려울 것이다. 그러나 이 실험의 몇몇 결과는 한국 탈빈곤 정책의 일환으로 자활사업을 추진하는 과정에서 사회적 일자리에 어떻게 접근해야 하는지에 대해 큰 시사점을 주고 있다. 따라서 이 글은 서구의 실험이 한국사회의 탈빈곤 정책에 어떠한 시사점을 주며, 그것이 갖는 잠재력과 역효과는 무엇인지에 대해 심층적으로 살펴볼 것이다.;Since the mid-1990's, developed countries in the West, in cooperation with non-profit NGOs, have been creating social jobs in the third sector as part of their strenuous efforts to resolve the problems of unemployment and poverty and to increase the quality of life in communities across the region. Varied though types and functions of their social jobs may be, these countries share the common trend of tackling the problems of poverty and unemployment not only by drawing upon the workings of labor markets, but also by making progressive efforts to create employment in new sectors with high potential social utility. This trend is further embodied in the National Action Plan against Poverty and Social Exclusion launched recently in European Union. Social jobs in the Western countries are being created in many areas including environmental protection, cultural service, and welfare service, all pursuing social utility and public interest rather than profitability. These endeavors are underpinned by several support systems conducive to creating a climate for creating social employment (Emplois Sociaux), thereby helping the unemployed poor escape from poverty. Two among these stand out. First, these countries have solidified the legal groundwork to establish and bolster the status of social enterprises. Second, they have established the wherewithal?Ethic Bank, for instance?necessary to create social enterprises. It may of course be difficult for us to immediately identify and draw lessons for Korea from this Western experiment. Some of the results do, however, have significant implications for us as Korea continuously pushes ahead with its self-support projects geared toward creating social employment. Thus, this study aims to extract implications for Korea's national anti-poverty policy from the Western experiment and examine potentials and adverse effects thereof.

최근 자원으로서의 시간에 대한 개인의 인식은 인간의 생활을 영위하는 기초적 단위로서 시간의 가치활용도를 높이고 인간관계의 맥락을 심화시키며, 그들의 「삶의 질」을 극대화하는 핵심적인 가치를 부여하는데 초점을 맞추고 있다. 그렇지만 어느 누구에게나 정해져 있는 시간의 양(quantity)을 어떻게 효율적으로 사용하고, 필요한 분야 및 항목에 얼마나 배분하는가에 따라 시간의 질(quality)을 증대시킬 수 있다. 본 연구는 1999년 통계청에서 처음으로 실시한 자료를 심층 분석하는 것이다. 연구목적은 기혼여성의 혼인상태 및 사회경제적 특성에 따라 생활시간 배분이 어떻게 상이한지를 분석하고 문제점을 찾으며, 아울러 효율적 시간활용방안을 제시하고 정책적 지원방안도 함께 모색하는데 있다. 주요 결과는 우리나라 기혼여성의 생활시간 배분은 혼인상태에 따라 현저한 차이가 있었다는 점이다. 아울러 기혼여성의 경제활동여부도 생활시간 배분에 영향을 크게 미치고 있었다. 특히 이혼부인은 생계유지를 위하여 경제활동에 적극 참여해야 하기 때문에 적절한 시간배분에 문제점을 노출시키고 있었다. 이와 같은 일련의 분석연구는 우리나라 부인의 혼인상태, 연령, 경제활동참여 및 직업유형 등의 특성에 따라 생활방식과 삶의 질을 파악하고, 시간자원을 효율적으로 활용하는 데 필요한 기초자료로 제공될 수 있을 것이며, 궁극적으로 여성의 「삶의 질」을 향상시키는 데 기여할 것으로 사료된다.;Individual's view of time as resource has recently been geared toward making the best use of time as the basic unit of human life in order to deepen the context of interpersonal relationships and maximize quality of life. The quality of one's time can be enhanced depending on how efficiently one allocate, manage, and spend the quantity of time. The present study aims to conduct an in depth examination of the first time-allocation survey carried out in Korea by the National Statistical Office in 1999 and analyze differences and identify problems in time allocation among married women according to their marital status and socioeconomic characteristics. Along the way, strategic plans and policy implications are suggested for improving the efficiency of time allocation. Major findings can be summarized as follows. Patterns of time allocation among married women in Korea vary widely depending on their marital status. The largest portion of their time in general is spent on ‘self-care’ which includes time allocated for sleep. However, divorced women are found to spend the next largest portion of their time on work, while widowed women and women with spouse spend the second largest portion their time on 'leisure and friends/acquaintances'. Divorced women are found to spend significantly more time at work than widowed women and women with spouse do. This is presumably a result stemming from the fact that divorced women, unlike women with spouse present, are highly responsible for household livelihood not only because they do not have income-earning husbands, but also because they are generally younger than their widowed counterparts and therefore are less likely to have income-earning children. Divorced and widowed women in their thirties/forties as compared with other groups are found to spend much more time on work. This may be not only because they unlike women with spouse present-must fulfill their responsibilities and role as the main breadwinner for the family, but also because they are more likely to have school-aged children and are responsible for earning money for bringing up and educating them. Unemployed women, regardless of their marital status, are found to spend more time on household and family care than employed women. This implies that there is an accentuated policy need for paying particular heed to social support toward helping divorced women balance their work and family lives. Koreans in general-irrespective of socio-demographic factors such as gender, age, educational level, marital status, and employment status-are found to devote little time to voluntary activities, even during weekends or holidays. Non-working women and elderly people, in particular, spend very limited amount of time participating in voluntary activities despite having relatively much spare time. Divorced and widowed women as compared to women with spouse are found to suffer from lack of time to care for their preschool children due to other obligations. This calls for more policy attention to be placed on the protection of physical and emotional health of children in these female-headed households. For instance, the availability/accessibility of desired services should be ensured through the expansion of home-helper programs, educare centers, and financial aid programs. Based on these results, the following time management strategies and policy options can be considered. First, more time needs to be allocated, especially in the case of married non-working women, to voluntary activities. This can be made possible by reducing time spent on friends/acquaintances, leisure activities, and self-care. Second, it is hard for many divorced and widowed women to allocate much time to household and family care because they are responsible for engaging in income-earning activities. Therefore, social support should be provided to enhance the availability and accessibility of home-helper programs and daycare services. Third, cultural/leisure programs should be developed for working married women who generally have little or no time for leisure and interpersonal relationships. Forth, the longstanding inequalities in gender roles must be redressed. To do this would require men to escape from their traditional ‘male gender role’ and assume an increased, if not equal, role in household tasks and family care.
